PERFORMANCE WORK STATEMENT (PWS)

On-Site Calibration and Maintenance of SBSS APC Systems for the Joint Oil Analysis Program (JOAP)

1.0 BACKGROUND

1.1 Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center that maintains, overhauls, and repairs various vessels of the US Navy. Its industrial operations provide the US Naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to SSN 688 and 774 class submarines, surface vessels, and shore-based activities in the Pacific. The Joint Oil Analysis Program (JOAP) laboratory at PHNSY & IMF performs physical-chemical analyses for condition monitoring of oil-wetted components of military equipment deployed throughout this area. The laboratory routinely monitors over 10,000 individual components of ground equipment, ships (surface and submarines), and aircraft.

2.0 SCOPE/OBJECTIVE

2.1 JOAP instruments require preventive maintenance and calibration to ensure full operational and readiness capabilities for equipment and vehicles utilized by the Armed Services. Failure to provide analyses in a timely manner impacts the conditional readiness of equipment and vehicles for mission essential duties.

Preventive maintenance and calibration services shall be provided over a twelve (12) month base period, with the Government retaining the option to exercise four (4) additional twelve (12) month option periods.

2.2 EQUIPMENT. Two (2) Automated Particle Counters:

2.2.1 PAMAS SBSS-C Counter Console s/n 320-2291 with HCB-LD-50/50 Sensor s/n L-5050-11324

2.2.2 PAMAS SBSS-C Counter Console s/n 320-2292 with HCB-LD-50/50 Sensor s/n L-5050-11317

3.0 PERFORMANCE REQUIREMENTS

3.1 The Contractor shall perform on-site calibration and preventive maintenance (PM) on two (2) PAMAS SBSS

Sensors and Counter Consoles that are Government furnished equipment, in accordance with current Original Equipment Manufacturer (OEM) guidelines. The scope of the PM includes cleaning, adjustments, modifications, calibration, replacement of OEM recommended parts, and functional/operational tests.

3.2 Repairs: The Contractor shall repair any unit that cannot be fully calibrated to meet OEM design specifications. Should the Contractor, in the course of performing the PM, determine that additional parts beyond OEM recommended replacements are required to restore the unit to full operation, the Technical Point-of-Contact (TPOC) shall be advised. The Contractor shall not make any commitment of US Government funds. The Contractor shall provide the TPOC with a written report documenting any additional repairs beyond the scope of the OEM’s recommended guidelines that were necessary to restore the unit to full performance specifications.

3.3 Calibration: The Contractor shall calibrate the units in conformance with ISO-11171 and ISO-4402 and provide certification attesting to the calibration performed. This certification may be provided in person or sent to the TPOC in electronic format.

3.4 Reports: The Contractor shall provide a report detailing the nature of the services performed; upgrade modifications and other pertinent information concerning the condition of the equipment to the TPOC.
