About this file

This Performance Work Statement (PWS) details carpet replacement requirements for Building 442 at Buckley Space Force Base, specifically in the 2d Space Warning Squadron Mission Control Station Operations Floor (Rooms 200, 201) and FORGE Operations Floor (Room 570). The project requires installation of approximately 1,160 square yards of dark carpet tiles in a 24/7 operational environment with heavy foot traffic.

The key requirements specify that the carpet tiles must be no larger than 36" x 36", stain resistant, quick-drying, and installed without permanent adhesive due to the raised floor containing power lines that require ongoing maintenance. The contractor must provide all personnel, equipment, tools, and services for carpet removal, disposal, and installation within 10 days. Security requirements are extensive since the work occurs in a restricted area - contractors must pass background checks, obtain proper credentials, and follow strict access protocols. The contractor must provide a 5-year warranty on installation services and assign a dedicated contract manager and certified project foreman. Additional specifications include coordination with the Contracting Officer Representative (COR), proper debris disposal requirements, and compliance with all base security and emergency procedures.

1. Scope: The government requires new carpet for areas that support 24/7 365 operations.

There will be heavy foot traffic on the carpet due to continuous operations. The carpet will be on a raised floor above power lines that require ongoing maintenance. Due to the maintenance that occurs, the carpet should be a square tile that does not require any permanent glue/placement and easily replaceable. The tiles shall be no larger than 36” by 36”. The tiles shall be stain resistant that dries quickly. The total amount of space requiring carpeting is approximately 1,160 square yards. The Contractor shall provide all personnel, equipment, tools, supervision, administration, and services necessary to remove, dispose of, and install floor coverings and accessories as specified. The contractor will need to purchase/provide the carpet squares for this project. Carpet accessories such as thresholds, transitions, adhesives, and cove base may need to be purchased. The work occurs in Building 442, Misson Control Station (MCS) at Buckley SFB CO. Buckley SFB is located approximately 23 miles east of downtown Denver, Colorado.

1.1 Coordination of Work: The Contractor shall coordinate installation with assigned

Contracting Officer Representative (COR). Written work schedules detailing the performance and installation dates, and estimated date of completion shall be submitted and approved by the COR. A copy of building drawings depicting areas receiving services and project phases will be supplied to contractor during site visits. The service will be completed within ten (10) days. The contractor is responsible to field exact measurements of the areas receiving services and not rely on supplied drawings.

1.2 Floor Coverings: Floor coverings covered in this service include dark carpet tile, non-permeant adhesive and transition thresholds or similar materials/items that cover the floor and cove base.

1.3 Floor Preparation: The Contractor shall remove all flooring materials to accommodate the installation of new flooring material(s). The Contractor shall thoroughly clean and prepare existing substrates to receive new floor covering(s). Contractor shall dispose of all refuse (carpet, vinyl tile, ceramic/quarry tile, etc.) off the premises of Buckley SFB in strict accordance with applicable Federal and State laws and regulations.

Unless otherwise directed, the Contractor shall remove the top layer of existing flooring and correct all defects such as cracks, holes, and flooring irregularities to ensure a smooth, finished appearance and prevent accelerated wear. Incidental patching materials (e.g. latex filler/caulk, wood putty, epoxy fillers, hydraulic cement, etc.) will not be provided as GFM.

All ridges or other uneven surfaces shall be planed, scraped, or sanded smooth. Nail heads shall be set.

Unforeseen conditions which substantially limit or otherwise prevent the Contractor from completing the work within agreed upon schedules and/or pricing – which could not have been known during site surveys or pre-inspections – must be reported immediately to the CO or authorized representative. Additionally, if, during floor preparation, the Contractor determines that “floating” or extensive substrate/subfloor leveling is necessary, the Contractor shall immediately notify the CO or authorized representative prior to commencement of work.

1.4 Site Visits: Contractors will have the opportunity to visit the site and briefed the overall scope of the work. The purpose of the site visit is so Contractors can determine the general conditions that could affect pricing and the corresponding installation. During the site visit the contractors shall quantify materials needed/square footage.

1.4.1 Pre-Installation Requirements: Before repair or installation services begin, the Contractor shall perform a physical survey of the actual site to verify the amount of flooring and installation materials needed and to inspect or obtain all information needed for the performance of the service(s). The Contractor shall notify the authorized representative/PM immediately of any condition(s) that prevent the suitable completion of the delivery order, such as sub-floor conditions preventing a proper installation, etc.

1.4.2 Post-Installation Requirements: The Contractor shall notify the Government’s authorized representative and PM immediately when project is complete, and quality control has been performed. The authorized representative and PM will schedule an acceptance inspection. After the COR accepts the finished project, the contractor will be notified to begin invoicing after the project is completed to the standard.

1.4.3 Access to Secure Facilities: Building 442 is a secure location on a U.S. military base. Because of the level of security, contractors and contractor employees must have a valid ID, and be able to pass a background check for local, state, and federal criminal history.

1.5 Ancillary Installation Materials: Ancillary installation materials (e.g. cove base, vinyl base, wooden base, transition strips, transition thresholds, stair tread, stair nose, etc.) will be purchased based upon the Contractor’s recommended bill of materials. The Contractor’s bill of materials must provide sufficient detail to facilitate competitive sourcing by the CO or by the authorized U.S. Government purchasing representative. This includes accurate descriptions, manufacturers, model numbers, catalog numbers, part numbers, units-of-measure, quantities, and all other details to facilitate the efficient and expedient acquisition of materials.

1.6 Non-Reimbursable Materials: The Contractor shall furnish all incidental consumable materials. Consumable materials are generally associated with preparation of subfloors/substrates and include latex fillers/caulk, wood putty, hydraulic cement, small amounts of leveling compound, sealers, tape, etc. Incidental consumable materials are expected to be minimal and shall be provided at no cost to the Government. Costs for these items shall be included in the price for the appropriate labor/installation line item.

Consumable materials used during installation must be in accordance with the manufacturer’s installation instructions for the primary product.

1.7 Free-Standing Furniture/appliances: Unless otherwise directed by the CO/COR all furniture will be moved out of the rooms by government personal unless permanently attached to walls or floors. The contractor will give the government 72-hour notification of the areas to have all none fixed furniture removed prior to carpet removal or installation.

The Contractor shall immediately notify the CO or authorized representative of any systems furniture obstacles that preclude proper installation of carpet or removal of carpet.

1.8 Project Validation: Upon completion of the site visit the Contractor shall then prepare a detailed quote and recommended bill of materials to 460th CONS within five (5) business days of the site visit. All Contractor quotes are subject to technical evaluation by CES personnel and/or the CO. Contractors may be asked to adjust quantities as necessary following Government technical evaluations.

Carpet tiles shall be installed per manufacturer installation instructions and Chapter 10 CRI-104, Carpet Tile Installation.
