About this file

This is a Performance-Based Work Statement (PWS) for a five-year Blanket Purchase Agreement (BPA) snow removal contract at Hill Air Force Base, effective September 1, 2026.

The contractor must provide all labor, equipment, transportation, and supervision for snow removal operations. Key service requirements include: maintaining 24/7 on-call availability during snow season (November 1 through March 1) with a one-hour response time to Building 916; providing one functional frontend loader with a minimum 3-4-yard bucket and 12-foot wide push blade, plus a dump truck capable of hauling snow; and removing snow from designated areas without blocking docking areas, dumpsters, fire hydrants, fences, driveways, or sidewalks. The contractor may store equipment on base if desired and must provide backup equipment within two hours if primary equipment becomes unusable. The contractor must comply with current Wage Determinations (SCA#2015-5483), all OSHA regulations, posted speed limits, and traffic signals on base, and bears full responsibility for any property damage caused by contractor fault. Contractor employees must pass background checks and security clearances and provide state or federally issued identification for base access via Hill AFB Form 496.

Payment is structured as follows: transactions below $25,000 may be paid via credit card, while larger transactions require BPA calls with invoices processed through Wide Area WorkFlow (WAWF). The contractor may submit one annual invoice per snow season for equipment readiness and storage fees, provided all required equipment is physically stored, fully operational, and readily available on base. Contractor verification of equipment readiness and storage compliance from the Contracting Officer's Representative must accompany invoice submissions. Payment begins when personnel mobilize toward Building 916 and ceases upon release by the Government POC and demobilization from Hill AFB.
