About this file

This document is a request for quote (RFQ) from the Ohio Department of Natural Resources for a contract to purchase one John Deere Z970R ZTrak mower and two 72-inch buckets (construction and tooth) for Rocky Fork State Park in Hillsboro, Ohio. The solicitation also includes the option to trade in up to five pieces of used equipment. The contract will be awarded to the lowest responsive and responsible bidder, with a delivery date required prior to June 2024. Bidders are encouraged to visit the site prior to submitting a quote, and the contract will be awarded on a low lot total basis. The RFQ includes detailed technical specifications for the mower and buckets, as well as information on the Veteran-Friendly Business Enterprise program and Buy Ohio/Buy American preferences that may apply.

The pricing for the mower, buckets, and trade-in equipment will be evaluated to determine the low lot total. The contract is only valid for goods and services received through June 30, 2024, and a new purchase order will be required for any items delivered after that date. Invoices must be submitted directly to Ohio Shared Services and include the required information, and the awarded supplier will be required to sign an addendum or personal services agreement.

Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as determined by the State.

Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total. The low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid on all items may result in the bidder being deemed not responsive.

Site Visit & Point of Contact

Prior to submitting a bid response, offerors are encouraged to visit Rocky Fork State Park, Mike Robinson 937-403-1486 Mike.Robinson@dnr.ohio.gov Michael.Robinson@dnr.ohio.gov

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.

Veteran-Friendly Business Enterprise Program the Veteran-Friendly Business Enterprise (VBE) program provides preference or bonus points to certified companies competing for State contracts, including eligible construction services. The legal authority for the program is R.C. 9.318, while its administrative rules are found in OAC 123:5-1-01 and 123:5-1-16.

The VBE program applies to all state agencies' purchases made by bid or proposal under R.C. 125. The VBE program allows for:

1.Prices on bids submitted by veteran-friendly businesses to exceed those prices on bids submitted by businesses not certified as veteran-friendly by up to five percent and still be eligible for winning the award; and

2.Scores on proposals submitted by veteran-friendly businesses to be up to five percent lower than the proposal scores submitted by businesses not certified as veteran-friendly and still be eligible for winning the award.

Buy Ohio and Buy American Buy Ohio and Buy American bid preferences are enabled by RC 125.09, RC 125.11, and OAC 123:5-1-06. These preferences permit bids containing products that are produced in Ohio or a border state, or the United States of America, to be selected for contract award even if they exceed prices offered in bids not containing Ohio, border state, or American products by no more than 5% or 6%, respectively.
