1. INTRODUCTION
The Trustees of The California State University (Trustees) are requesting Statements of Qualifications (SOQ) from interested and qualified Construction Managers (Respondents) to provide construction management services for a fire and life safety improvement project at the University Library with a guaranteed maximum price for the construction of the Project referenced above.
The delivery method for this Project is commonly known as "Construction Manager at Risk" (CMAR). CMAR consists of a preconstruction phase and a construction phase with separate contracts for each phase. During the preconstruction phase, the CM will collaborate with the Architect on the design, constructability, cost and schedule of the Project and develop a Guaranteed Maximum Price (GMP) proposal to construct the Project. Upon the Trustees' acceptance of the GMP the Trustees will issue a contract to the CM for the construction phase. If the Trustees and the CM do not agree upon a GMP, the Trustees will not award the construction phase of the Project to the CM.
2. PROJECT DESCRIPTION
The Project consists of constructing a new interior egress stair within the University Library to provide code-compliant exiting, enhance fire and life safety, and address several critical deferred-maintenance needs.
Request for Qualifications for Construction Management Services at Risk with Guaranteed Maximum Price California State University, Northridge University Library (UL) Egress Stair – PW2602
Page 2 of 5 pages Revised January 2020
The new stair shaft will occupy approximately 900 square feet on each floor from Levels 01 through 04. Construction will require specialized structural demolition and modifications to the building's structural system, followed by architectural improvements and modifications to the mechanical, electrical, plumbing, fire alarm, and fire sprinkler systems necessary to accommodate the new stair. Additional improvements include replacing the roof and seismic expansion joints; the addition of a skylight; replacing flooring throughout Levels 01–04; installing additional roof drainage; and constructing a new single-occupancy restroom and lactation room.
To minimize disruption and maintain normal daily library operations, the work will be carefully phased and coordinated with campus operations. Construction activities will primarily occur during a third shift, from 11:00 p.m.
to 7:00 a.m., throughout the duration of the Project. Early trade work will include carpet and flooring replacement throughout the library, and the roof replacement of the east and west wings, which will begin in Summer 2027 before construction of the new stair commences in November 2027.
The Project Guaranteed Maximum Price is $23,185,000.00.
The construction duration is 485 calendar days.
Liquidated damages are $2,000 for each calendar day construction completion is late.
The CM is required to be licensed in the State of California with a 'B' license.
The Project is more fully described in the following documents:
Exhibit A. 75% Schematic Design Drawings, dated August 7, 2026.
Exhibit B. 75% Schematic Design Basis of Design, dated August 7, 2026.
Proposers are highly encouraged to review both the Schematic Design Drawings and Basis of Design to fully understand the proposed Project to identify how the Proposer can best respond to this Request for Qualifications.
3. CSUN Expectations of CMAR Performance and Decorum California State University Northridge, Facilities Planning Design and Construction (CSUN FPDC) expects a Construction Manager at Risk (CMAR) contractor to take full ownership of the Project, maintaining absolute control over scheduling, coordination, risk management, and problem prevention. The CMAR must drive the Project forward, anticipate challenges before they arise, and ensure seamless execution across all aspects of construction. A well-structured, realistic, and actively managed schedule is critical—not just a document, but a dynamic management tool that is continually updated and enforced. The CMAR is expected to proactively identify potential delays, adjust plans before problems materialize, and keep the Project on track with unwavering discipline. The CMAR shall never willingly compromise design intent for convenience.
Every milestone must be met, and the CMAR will be accountable to the critical path timeline, regardless of fault, ensuring that the Project never faces unexpected setbacks.
The CMAR is expected to oversee and integrate all aspects of the Project—design, procurement, trade contractors, suppliers, and CSUN FPDC-driven activities—ensuring seamless alignment. Material lead times, permitting, workforce availability, and logistics must be anticipated and addressed before they cause disruptions. The CMAR must act as the central force driving communication and problem-solving, ensuring that conflicts are resolved before they escalate into delays.
It is expected that the CMAR does not react to problems; rather the CMAR acts to prevent them from occurring in the first place. Every possible issue—whether related to subcontractor performance, weather impacts, procurement delays, or unforeseen site conditions—must be identified and mitigated before it affects the schedule. Contingency plans must be in place well in advance, allowing the Project to move forward without unnecessary interruptions. The CMAR must own every challenge, ensuring no detail is overlooked and no responsibility is shifted elsewhere. There
Request for Qualifications for Construction Management Services at Risk with Guaranteed Maximum Price
Page 3 of 5 pages Revised January 2020 is no room for blame—only solutions and forward momentum. The CMAR is expected to uphold a no-excuses culture where problems are solved before they reach CSUN FPDC and transparency is maintained throughout the process.
Total control over execution means leading the Project with precision, accountability, and urgency. Trade contractors must be held to deadlines and quality expectations without exception. Cost control is equally important—protecting the Guaranteed Maximum Price (GMP) by managing scope, avoiding inefficiencies, and ensuring every decision aligns with the Project's financial framework.
CSUN FPDC expects the CMAR to proactively manage change in scopes of work and ensure that they are handled efficiently, transparently, and with minimal impact on the schedule and budget. The CMAR is expected to anticipate potential scope changes early, working collaboratively with CSUN FPDC and the design team to assess their necessity, cost implications, and schedule impacts before they become formal change orders. All change orders must be thoroughly vetted, justified, and presented in a timely manner.
At project closeout, the CMAR must ensure that the transition is as smooth and controlled as the build itself. Punch lists should be minimal, documentation should be complete, and all training and warranties must be properly delivered. CSUN FPDC should walk into a fully operational facility with full confidence that nothing has been compromised or left unfinished.
The CMAR is expected to lead, coordinate, and control every aspect of the Project, keeping it on schedule, on budget, and free from unnecessary complications. Success is not just about reacting quickly—it's about predicting issues, steering clear of problems, and ensuring that every phase of the Project moves forward with absolute precision.
CSUN FPDC demands leadership, discipline, and a results-driven mindset—no surprises, no delays, no excuses, just execution and success.
