About this file

This is Addendum #2 to an Invitation to Bid issued by Marion County, Oregon on August 12, 2026, for the hauling and disposal of leachate from the North Marion County Disposal Facility (NMCDF). The addendum amends the original ITB to clarify specifications regarding the leachate material and bidding procedures. The project involves the transportation and disposal of ash monofill leachate, a non-hazardous alkaline liquid containing high concentrations of chloride, sodium, potassium, and calcium salts. The leachate has a density of 8.6 pounds per gallon or 232.558 gallons per ton. Prospective bidders are required to submit a completed Bid Submittal Form (Attachment 3) and will be evaluated based on the Total Annual Cost, calculated by multiplying the Total Base Rate per gallon by the Estimated Annual Quantity.

Bid evaluation is based solely on the Total Base Rate Price methodology. The ITB includes several supporting documents for bidder reference, including Offer Representations and Certifications (Attachment 1), a Reference Form (Attachment 2), a Bid Bond (Attachment 4), a Sample Contract (Exhibit A), the NMCDF Site Location Map (Exhibit B), Leachate Analytical Data (Exhibit C), and Historical Leachate Data (Exhibit D). Historical analytical data for the leachate wastewater is available upon request through the Marion County Procurement Collaboration Portal. Bidders should note all amendments and requirements outlined in this addendum when preparing their proposals.
