About this file
This document is an addendum to an Invitation for Bids (IFB) for the Dickinson Building Repair of Settlement and Cracking and Main Building Masonry Repair Project at Piedmont Virginia Community College in Charlottesville, Virginia. The project is overseen by the Virginia Community College System and involves masonry and settlement repairs, including helical pier installation, vinyl composition tile and linoleum replacement, and interior CMU crack repairs. The bid deadline has been extended to March 26, 2024, and a pre-bid conference was held on February 21, 2024. The project has two components with separate project numbers: #260-B0260-053 and #260-B1260-054.
The addendum addresses several pre-bid questions related to the project scope, including the use of alternative foundation systems, quantity breakouts, and specialized hardware requirements. It clarifies that helical piles must be installed through the fill and into rock, and that an alternate system may be considered if submitted with shop drawings stamped by a Virginia-licensed engineer. The bid form includes a unit price for linear feet of helical piers in excess of the standard 16-foot length.

PREBID QUESTIONS
GENERAL
1. Will the bid due date be getting pushed back?
The bid deadline has been extended to March 26, 2024.
DICKINSON BUILDING
1. Is settlement recovery expected or is this a stabilization installation?
The intended purpose is for stabilization.
2. For the Dickinson Building, helical piers are to be installed to support the column footings, the area is excavated, and a new grade beam is installed under the wall footing, then helical piers are installed to support the grade beam. Has a reticulated micropile solution been considered that simplifies this process by drilling micropiles through the existing wall and column footings from grade on the exterior? The grout in the micropiles bonds to the existing footing creating the support condition. These micropiles are typically 4” in diameter and have a code dedicated load capacity of 36 to 50 kips. This technique is done frequently in situations like this. If this is accepted, this technique could be used for the main building also with minimal disturbance.
Micropiles were considered but due to various factors, helical piers were designed.
3. Is there a more precise square footage for amount of Vinyl Composition Tile versus the amount of Linoleum being replaced?
We do not have a quantity breakout between the composition vs linoleum.
4. The total quantities for Helical Piles (28 each) are calling for 450 feet. Thus, an average of 16 feet. We need a Unit for Additional Length in Excess of 16 feet.
Considering the fill is around 30+ feet.
The bid form includes a unit price per linear feet of helical piers.
5. Pre-drilling is required on this project because of the fill encountered on this project.
However, there is not include a quantity for pre-drilling. Can a quantity be provided?
Pre-drilling would not be required/doable with helical piles. The piles were designed to get through the higher blow count material in the middle of the fill.
6. Brackets that can support 62.5 kips are difficult to locate and must be fabricated to order as it is over 50 kips. If awarded it may take additional lead times to locate them, should we include additional lead times in Bid Form?
The undersigned understands that time is of the essence. The Bidder agrees to a time from commencement of the Work as specified in the Notice to Proceed, to Substantial Completion of 280 consecutive calendar days, and the Final
Completion shall be achieved within 30 consecutive calendar days after the date of Substantial Completion as determined by the A/E. Following acceptance of the low bid, the Owner will issue a Notice to Proceed after the anticipated delivery dates for major components of the work have been determined. The Time for Completion after Notice to Proceed remains as stated on the revised Bid Form.
7. B-4 and B-5 shows fill around 30 feet in depth. After consulting with a helical pile designer/installer, they do not recommend helical piles in fill. Can the tip of the helical piles bearing in fill be acceptable on this project?
No, the helical piles will need to be installed through the fill and into rock.
MAIN BUILDING
1. Push piers are specified for the main building, helicals should be acceptable, could they be used?
An alternate system may be considered but will need to be submitted with shop drawings and stamped by an engineer licensed in Virginia to be considered.
