Okaloosa County EMS Supplies and Inventory Management Software Procurement

This is a Purchasing Pre-Solicitation Form submitted by Okaloosa County's Public Safety Department in Florida for an Invitation to Bid (ITB PS 29-26) to procure EMS supplies and inventory management software. The solicitation seeks a qualified vendor licensed to supply medications under Florida Statute 499.01 to provide medical supplies and services to support the Emergency Medical Services Division across 24 licensed ambulances and all Okaloosa County Fire Departments. The procurement encompasses approximately 86 line items of medical supplies and emergency consumables, including medications such as adenosine, epinephrine, amiodarone, and ketamine, along with airway management devices, blood glucose meters, bandages, oxygen delivery systems, and defibrillator pads. Beyond supply provision, the vendor must deliver a web-based, vendor-hosted inventory management system at no additional cost to the County that tracks inventory and assets across all 24 vehicles, manages preventative maintenance data, supports multiple facility locations, enables barcode processing, provides multi-level authorization and reporting capabilities, and features auto-replenishment functionality. The system must also include three Controlled Access Pharmacy (CAP) devices for 24/7 restocking with real-time inventory and usage tracking. Questions must be submitted by March 3, 2026 at 3:00 P.M. CST, with bids due electronically through OpenGov by March 18, 2026 at 3:00 P.M. CST. The contract term is three years with two optional one-year renewal periods, during which vendors may request price adjustments based on the Consumer Price Index not to exceed two percent annually.

The estimated budget allocation for this procurement is $700,000.00, funded from Okaloosa County general funds allocated to department account number 4500-552600. Award will be based on lowest responsive and responsible bid, with the County reserving the right to award to multiple vendors or waive irregularities. The solicitation identifies Boundtree Medical and Amber Hammonds as potential vendors. An Independent Cost Estimate has been completed. The entire project is federally grant-funded under Grant #23PLN65 and requires compliance with federal regulations including Davis-Bacon Act prevailing wages if applicable, E-Verify employment verification, Buy America requirements, and various nondiscrimination and conflict-of-interest certifications. The County does not guarantee minimum purchase amounts, and all bid items must be individually competitively priced. Vendors must submit detailed catalogs with pricing for all available products and indicate discount percentages for items not listed in the bid sheet. The County retains ownership of all data placed into the system and reserves the right to retain such data in the event of contract termination.
