About this file
This Purchase Description details a procurement by the U.S. Army Corps of Engineers (USACE) for three Virtual Secure Remote (ViSR) End User Devices (EUDs) to support classified network access. The devices are Archon ZV-based thin clients configured for Secret Internet Protocol Routing Network (SIPRNet) connectivity, with specifications including a Dell 5430 thin client, DAR hard drive, and two years of software licenses from Archon and Aruba. The procurement aims to add one ViSR EUD for CEMP Real Estate and eliminate two existing DISA-based WINDAR-S CSfC systems.
Key delivery requirements include shipping the devices within 30 days of award to the USACE Logistics Agency Warehouse in Alexandria, VA, with a contract completion date two years from award. The solicitation is part of a Sources Sought market survey seeking capability statements from vendors, with a response deadline of 12 May 2025. The government is interested in small business vendors and encourages responses detailing product capabilities, industry standards, potential challenges, and rough cost estimates. Interested companies can submit responses via email to specified government contacts.

Purchase Description Commercial Solution for Classified
Ft. Bragg Virtual Secure Remote End User Devices Date: 7 April 2025
1. Background: Commercial Solution for Classified (CSfC) systems allow for Secret Internet Protocol Routing
Network (SIPRNet) access from locations other than Sensitive Compartmented Information Facilities (SCIFs) and SIPR locations. The US Army Corps of Engineers (USACE) currently uses a variety of CSfC solutions to support a dispersed workforce operating in environments that require access to classified information but are not located near traditional SCIF/SIPRNet locations. The Virtual Secure Remote (ViSR) CSfC solution managed by NETCOM out of Ft. Bragg NC is the most widespread and easily supported of the various systems.
USACE currently has approximately 200 ViSR End User Devices (EUDs) deployed to support the USACE workforce. The ViSR EUD supports SIPRNet connectivity from any location with commercial internet, specially configured Non-Secure Internet Protocol Routing Network (NIPRNet), and mobile device tethering.
The latest ViSR EUDs support the Army’s SIPR Global Secure Network (GSN) requirements and will be future proof for the estimated life of the EUDs.
2. Scope: Purchase three (3) each ViSR EUDs with all required software licenses to support the addition of one
(1) ViSR EUD for CEMP Real Estate and the elimination of two (2) DISA based WINDAR-S CSfC systems in CEMP-CI. The initial purchase includes two (2) years of all licenses required for operation of the EUDs.
