Purchase Description Halocarbon Monitor

General Description: This contract will cover the purchase of estimated quantity one (1) NCS Corporation LMP-3000 Halocarbon Monitor.

Item: NCS Corporation LMP-3000 Halocarbon Monitor with associated Pelican Case and Vertrel option, quantity one (1).

Background: The Physical Protection Engineering Branch (PPEB) utilizes several NCS Corporation Model LMP-3000 Halocarbon Monitors in support of in-place filter certification of carbon filters and their filter banks for mechanical leakage. Introducing a different brand and type of halocarbon monitor other than from NCS Corporation would require extensive time and effort to learn, train, and teach operation to multiple personnel. Using a different instrument that utilizes a different tracer gas, other than Vertrel XF which is currently used, would have significant costs and operational changes to our in-place filter certification testing program. The LMP-3000 meets all of our requirements for tracer gas compatibility, portability, carrier gases, interfaces, sampling methods, and reporting.

System Requirements:

1.) The required instrument must be a NCS Corporation LMP-3000 Halocarbon Monitor.

2.) The LMP-3000 Halocarbon Monitor must undergo the special conversion to be compatible with the tracer gas Vertrel XF.

3.) The total quantity for purchase is one (1).

Shipping Address:

DEVCOM Chemical Biological Center 8222 Blackhawk Road, BLDG #E5179 ATTN: Jack Demond, jack.n.demond.civ@mail.mil Aberdeen Proving Ground, MD 21010-5424

The vendor will not have or need access to classified information or secured areas of the instillation.

PURCHASE DESCRIPTION

1. SCOPE

An NCS LMP-3000 Halocarbon (tracer gas) Monitor is used for sampling and measuring tracer gases of filtration systems that utilizes carbon filters. The instrument contains an electron capture gas chromatograph that utilizes the high electron affinity of gases or vapors with halogen group elements to provide a measureable signal and report the concentration on a digital display. Our specific application is for the in-place filter certification testing of carbon filters and their filter banks for mechanical leakage. Our application requires a specific gas tracer, Vertrel XF, to be used. This instrument is the only portable model available to meet this requirement, which requires a conversion to be compatible with the tracer gas Vertrel XF. This instrument also allows for sampling of both upstream and downstream samples, whereas other commercial models require separate systems for upstream and downstream sampling. The item to be purchased is one (1) LMP-3000 Halocarbon monitor. This instrument includes a shipping case with the purchase.

3. REQUIRED ITEMS FOR PURCHASE

The halocarbon monitor must adhere to the following specifications:

3.1 Tracer Gas Compatibility. The halocarbon monitor must be compatible with the tracer gas Vertrel XF. An instrument that utilizes any other type of tracer gas for use is not acceptable.

3.2 Portability. The halocarbon monitor shall not weigh more than 60 pounds. This weight excludes the shipping case weight. The halocarbon monitor must contain carrying handles for lifting/transport by the operating individual. Any other instrument that exceeds this weight threshold and does not contain carrying handles for portability is not acceptable.

3.3 Detector. The halocarbon monitor must possess an electron capture detector that contains ~300 mCi of Tritium (H3). Any other instrument that utilizes another type of detector is not acceptable.

3.4 Carrier Gas. The instrument must be able to be used with the carrier gas P-5 (a methane/argon blend mixture). An instrument that utilizes any other type of carrier gas is not acceptable.

3.5 Internal Gas Cylinder. The instrument must contain an internal gas cylinder that can run on P-5. The internal gas cylinder must be able to run for at least 24 hours of continuous operation on a cylinder charge of P-5. An instrument that does not contain an internal gas cylinder, and cannot run for a minimum of 24 hours of continuous operation on a cylinder charge, is not acceptable.

3.6 Halocarbon monitor/PC Interface. The halocarbon monitor must possess a USB interface to communicate with a PC. This interface shall be a USB interface connection.

3.7 Sampling pumps. Halocarbon monitor must contain both upstream and downstream sampling ports.

3.8 Sampling pumps. Halocarbon monitor must use two independent sampling pumps. One sampling pump would be dedicated to upstream sampling, and one sampling pump would be dedicated to downstream sampling. A halocarbon monitor that does not possess independent sampling pumps for upstream and downstream sampling is not acceptable.

3.9 Display. Halocarbon monitor must contain an LCD output information display. When connected to a PC via USB interface, the instrument must display real-time chromatography output via Windows compatible testing software. An instrument that does not contain an LCD output information display or that does not display real-time chromatography output when connected to a PC with windows compatible testing software via USB interface is not acceptable.

3.10 Test Instrument Performance. The halocarbon monitor must meet the test instrument performance requirements specified in the ANSI/ASME N510-75, 80, 89 and AG-1 testing standards. A halocarbon monitor that does not meet the test instrument requirements is not acceptable.

3.11 Test Reporting. Halocarbon monitor must be able to output computer generated test reports. This test report must include: background concentrations, sample concentrations, post-test concentrations, desorption plot, system identity, measured leakage, test date and time, and quality data (this includes serial number, calibration due date, and calibration factor). An instrument that is not able to output computer generated test reports with these features is not acceptable.

4. PACKAGING

LMP-3000 halocarbon monitor will also be required to be placed in packaging or a container, provided by the vendor, to protect the equipment during shipping. It is also meant to sit in storage at typical room temperature and moisture.
