1 NAME OF PROPOSED SOLE SOURCE CONTRACTOR BRAND NAME MANUFACTURER: NCS Corporation, 1385 West Goodale Boulevard, Columbus, Ohio, 43212 (CAGE 1MUE0)
2 BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: The Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) requires the procurement of one LMP 3000 Halocarbon Monitor. The LMP 3000 is a rugged portable/transportable analytical gas analyzer that is customized for use with non toxic sample chemicals. The instrument is used
to perform leak testing on the chemical, biological, and radiological filtration systems that supply clean air to office and living spaces at special protected sites of significant importance to national security. The testing needs to be performed while the structure, building, or ship is populated since evacuation of personnel is prohibitive due to cost. The measurement being taken and reported allows the operator to determine the percentage of leakage in a self contained collective protection system.
3 UNIQUE SALIENT CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: NCS Corporation is the sole manufacturer of the LMP 3000 Halocarbon Monitor which is a state of the art-digital instrument specifically developed for carbon in place filter testing per ASME N510 Standard. Computer data output includes a chromatogram, raw test data, upstream and downstream tracer gas concentrations, instrument calibration data, system identification and percent leakage results. The LMP 3000 is the only instrument that can automatically identify Vertrel, a non toxic test stimulant desorption resulting from wet or degraded carbon and calculates the system leak rate from a best fit, non-linear plot to time zero. In this standard test method, the tracer gas is injected into a duct or stack at a known rate and the resulting concentration in the duct is measured. The LMP-3000 allows the user to perform duct and stack flow rate measurements using the methodology specified in ASTM E2029.
4 REASON WHY CONTRACTOR IS THE ONLY SOURCE CAPABLE OF MEETING MISSION REQUIREMENTS SPECIFICALLY THE REASON NO OTHER SOURCE CAN MEET THE UNIQUE CAPABILITIES IN SECTION 3 Is this a followon contract yes no If yes provide contract number: To custom develop the needed piece of equipment would be more costly in man hours required to train personnel on the new product, develop new testing policies/procedures and more expensive for the extensive validations required to ensure all specifications are met.

If yes provide contract number:
5 MARKET RESEARCH: Market research has been recently conducted during APR 2021. The LMP-3000 instrument is a proprietary process controlled by the manufacturer NCS Corporation and the only source of an tracer gas analyzer that can automatically identify Vertrel, a non toxic test simulant. This instrument was designed with the intention of in-place carbon filter testing per ASME N510. The Physical Protection Engineering Branch uses this instrument in their mission to certify the chemical /biological/radiological filtration systems at special protected sites of significant importance to national security where it cannot be evacuated to test the filtration system. This item has been procured before through contracts W91ZLK-16-P-0284 and W91ZLK-14-P-0494, both contracts were prepared by the Collective Protection and Fixed Site Sustainment Team.

7 ACTIONS TO INCREASE COMPETITION For Contracting Personnel Use: Contracting Activity: Army Contracting Command, Aberdeen Proving Ground, Edgewood Contracting Division (ACC-APG-ECD), 8456 Brigade Street, Aberdeen Proving Ground, MD 21010.
Market research was conducted in accordance with (IAW) Far 10.002(b)(2). Techniques used include: (i) contacting knowledgeable individuals in Government and industry regarding market capabilities to meet requirements, (ii) Reviewing the results of recent market research undertaken to meet similar, or identical requirements, (iv) Querying the Governmentwide database and other procurement instruments, and (vi) Obtaining source lists of similar items from other contracting activities.
Additionally, the contract specialist conducted market research to include checking the SBA Dynamic Small Business Search, researched historical Government contracts and conducted internet searches utilizing Microsoft Edge. IAW Far Part 8, required sources were searched to determine if the LMP-3000 was available, with no results.
Findings from a search of the Dynamic Small Business Search (DSBS) engine using NAICS code 334516 – Analytical Laboratory Instrument Manufacturing and key phrase/word “Halocarbon monitor” and “Vertrel” identified zero (0) small business concerns with the capability of supporting this requirement.
A search of GSA advantage at gsaadvantage.gov/advantage/ws/catalog/product using the key words “Halocarbon Monitor” yielded two results. One from Trane, and one from TEquipment. Neither provides the vertrel option. When the key words “Halocarbon Monitor vertrel are used, there are zero results.
A search on sam.gov, and usaspending.gov for Government contracts awarded for similar purchases of Halocarbon Monitors found four awards by the Army. Those awards include: W91ZLK-19-P-0065 ($68,500); W911SR-19-P-0077 ($67,500.00); W911SR-17-P-0029 ($67,500), and W91ZLK-17-P-0054 ($68,500.00). All of these contracts were awarded on a Sole Source basis to NCS Corporation, as they are the only company that can meet all of DEVCOM’s requirements.
Based on the market research findings by the contracting office and the needs of the requiring activity it is recommended to be in the best interest of the Government to issue a sole source request for quote to NCS Corporation. The market research indicates there is no equivalent units that will meet DEVCOM's testing standards beyond the NCS LMP-300. A notice of intent to sole source will be posted on sam.gov.
In accordance with FAR 5.202(a)(13), this action will not be synopsized.

| Reason why contractor is the only source: NCS Corporation is the sole manufacturer of the LMP 3000. It is the only equipment that can automatically identify Vertrel, a non toxic, safe test stimulant desorption resulting from wet or degraded carbon and calculates the system leak rate from a best fit, non linear plot time zero. In this standard test method, a tracer gas is injected into a duct or stack at a known rate and the resulting concentration in the duct is measured. There are other companies that have similar uses, but the LMP 3000 from NCS Corporation is the only one that meets all of our criteria. For example, other gas analyzers from RKI Instruments Inc., NUCON International Inc., and Servomex were compared. RKI produces gas analyzers that work with specific gases, but the gases that are used with these detectors would either be destructive to the filters during testing, are not Environmental Protection Agency (EPA) Clean Air Act (CAA) compliant, or are not picked up by the carbon and would register as the system is leaking. Instruments from RKI are also not designed to meet ASME N510 for Testing Nuclear Air Treatment systems. The Halide Tracer Gas Dectector designed by NUCON uses R-11, R-12, or R-123 for testing and therefore is not compliant with the EPA & CCA requirements. Servomex produces four portable gas analyzers, however all of them use either Oxygen, Carbon Monoxide, or Carbon Dioxide as tracer gases and therefore would not be able to be used. The reason for this is because the carbon cannot pick up these gases. | |
