About this file
This is a Sources Sought notice and purchase description from the Indiana Army National Guard seeking to identify vendors who can provide an online postage solution with web-based software for approximately 60 locations across Indiana. The requirement is for a 12-month subscription/lease with options.
The solution must support 100 users with two logins per site plus five administrator accounts, provide administrative control over subaccounts, track expenditures, calculate lowest postage rates, and maintain historical data for 6 months. Key technical requirements include Army Certificate of Networthiness compliance, Intelligent Mail Barcode compatibility, USPS GSA Schedule 48 discounted rates, and compatibility with recent versions of major browsers. The vendor must provide USB-connected scales (up to 30lbs capacity), expendable supplies, real-time technical support during business hours, and web-based user training. The system must enable customizable policies for package limits, exception requests, and management of approximately 120 subaccounts across locations. No pricing terms or response deadlines are specified as this is strictly for market research purposes.
