About this file

This is a Purchase Description for National Guard Bureau presentation seal plaques to be acquired through a pending federal solicitation. The National Guard Bureau's Operational Contracting Division seeks to procure 541 circular wooden plaques, each 14 inches in diameter and 3/4 inch thick, reproducing the National Guard Bureau seal for official presentation purposes. Each plaque must feature the NGB seal design with specified text ("NATIONAL GUARD" and "BUREAU"), an eagle device, and stars positioned according to government-furnished artwork, utilizing Pantone colors 289 C (blue), 136 C (gold/yellow), and 718 C (orange/brown). The plaques must include a recessed keyhole-style hanging slot on the reverse side and meet presentation-quality standards suitable for presentation to Members of Congress and distinguished recipients.

The contractor must submit one production-representative preproduction sample within 15 calendar days after contract award for government approval, with the government providing approval or required corrections within 5 business days. Production of the full quantity shall not commence until written approval is received. Delivery is structured in three increments: 200 plaques within 60 calendar days after sample approval, 200 additional plaques within 30 calendar days thereafter, and the remaining 141 plaques within 30 calendar days after the second delivery. The contractor bears all shipping costs to the government-designated destination (National Guard Bureau Logistics at the Pentagon). Each plaque must be individually wrapped and packed in marked shipping containers with accompanying packing lists. The government will furnish digital artwork files, which remain government property and cannot be used for any purpose beyond contract performance. The solicitation indicates this requirement may be set aside for small businesses or procured through full and open competition, with multiple awards potentially available.
