About this file
This technical requirements document specifies the need for building boards to support munition fragmentation testing at the US Army's Aberdeen Test Center. Ninety-six sheets of 4' x 8' low density cellulose fiberboard primed white on one side are required in bundles of twenty-two units per truck, with three trucks needed total. The boards must have a density of 256 kg/m3 and be wrapped in plastic. They must be delivered on flatbed trucks to the Aberdeen Test Center within 30 days of contract award to ensure undamaged delivery. No warranty is required. The related federal contract opportunity is a resolicitation for the building fiber boards with the technical requirements and will be awarded by the US Army Contracting Command through the Department of the Army Materiel Command.

Technical Requirements:
The material density from this vendor 256 kg/m3 (16 lb/ft3) ensures that secondary fragment breakup from fragment impact into a more dense material is avoided. Painted white on one side aides the identification of fragment perforations from which the physical fragment must be removed.
The vendor packaging in 96 sheet units with plastic helps this absorbent material to be more weather resistant for during storage (largely outdoors) and actual testing, and from small fragments falling out after being move during post shot procedures.
