About this file

This is a Purchase Description document for RS4 Regulators and Dive Equipment required by the U.S. Navy for Special Tactics (ST) underwater operations. The procurement seeks 40 cold water regulator kits with full face masks, maintenance kits, and associated diving accessories to replace obsolete Conshelf 14 regulators. The equipment must support enhanced diver safety, cold water performance, and mission flexibility for enclosed space diving and operations in Category 3 contaminated water environments.

The minimum required items include 40 RS4 Regulators (4-port, DIN 32950-11), 40 basic pressure gauges, 40 northern hemisphere compasses, 40 octopus breathing valves with holders, 40 full face masks (natural rubber, black, safety pressure breathing), 40 mask bags, one RS4 test kit for US Navy use, one RS4 tool kit (US Navy version), 80 service kits for cylinder connections, 80 service kits for Divator Octopus breathing valves, and 80 service kits for full face masks. Critical performance requirements mandate that all equipment must be listed on the Authorized for Navy Use (ANU) listing (Active ANU Equipment# 1.5.7, CAT I), be authorized per the UBA Mk 20 Mod 0/1 Technical Manual (SS600-AK-MMO-010), and be fully compliant with EN250 and EN250 §5.12.3 standards for cold water performance. Equipment must be authorized to operate at 29 degrees Fahrenheit and warmer, support a maximum work of breathing at 190 FSW with breathing valve workloads of 300–1,200 LPM and static pressure of 180 PSI, feature a positive pressure configuration (Mod 0), utilize natural rubber mask construction with a one-way anti-intrusion valve, and include comprehensive OEM test and tool kits for in-house maintenance by certified AF Master Diver technicians. The basic pressure gauge must be a high-pressure submersible gauge compatible with the RS4 first-stage regulator with a minimum 0–3,500 psi (or up to 5,000 psi) operating pressure range. The submersible navigation compass must be rear-mounted on combo consoles, magnetically balanced for the Northern Hemisphere, and include a rotating bezel with ratcheting mechanism. Additional items include standard commercial off-the-shelf retention cords and protective storage bags for diving masks.

3.0 Salient Characteristics

To be considered for award, the proposed equipment must meet all of the following critical performance requirements:

Component Minimum Required Characteristics

System Certifications CRITICAL: Must be listed on the Authorized for Navy Use (ANU) listing (Active ANU Equipment#: 1.5.7, CAT I).

Must be authorized IAW the UBA Mk 20 Mod 0/1 Technical Manual, SS600-AK-MMO-010.

Must be fully compliant with EN250 and EN250 §5.12.3 standards for cold water performance.

Cold Water Performance Must be authorized to 29 degrees Fahrenheit and warmer when mated with the 1st stage of an ANU approved cold water regulator.

Work of Breathing (WOB) Must support a maximum WOB at 190 FSW with a breathing valve workload sustaining 300–1200 LPM and a static pressure of 180 PSI.

Primary Breathing Valve / Full Face Mask

Must be a positive pressure configuration (Mod 0) recommended for enclosed space diving and Category 3 contaminated water.

Mask body must be constructed of natural rubber.

Must include a one-way valve to prevent water intrusion and freezing.

Maintenance & Test Kits Must include comprehensive OEM test and tool kits capable of supporting in-house maintenance by certified AF Master Diver technicians.

Must include necessary service kits to support multi-year rebuild schedules.

Basic pressure gauge High-pressure submersible pressure gauge (SPG).

Compatibility: Must be directly compatible with the RS4 1st Stage Regulator (high-pressure port threading and operational pressure tolerances).

Operating Pressure / Scale Range: Minimum capability of 0–3,500 psi (or scaled up to 5,000 psi to accommodate higher-pressure cylinder fills).
