About this file

This is a Questions and Answers document for Solicitation Notice ID FA483026Q0076 regarding dive regulators for Moody Air Force Base.

The procurement requires RS4 dive regulators configured with a positive-pressure Mk 20 Mod 0 full-face mask approved for SCUBA use only at depths up to 190 feet of seawater. The equipment must include a first stage with SPG/compass console, all required hoses and fittings, DIN configuration, and Size M masks. Each complete set includes the regulator, positive-pressure breathing valve with mouthpiece alternative, rear-mounted compass accessory, and storage bag designed to accommodate the full-face mask. Working over bottom pressure must be set to a minimum of 135 psi per manufacturer specifications. The solicitation also requires three types of service kits intended for future planned maintenance and emergency repairs, with additional parts to be held in the dive locker. Delivery is requested with a preference for at least 10 complete sets shipped at a time, though December 30 is not a firm deadline and phased delivery is acceptable if manufacturer lead times require it due to potential backorders. The compass is a basic accessory attached to the pressure gauge console provided with the RS4 first stage.

Solicitation Notice ID: FA483026Q0076: Dive Regulators: Moody AFB

1. RS4 and Mod 0 approval: The Purchase Description requires a positive-pressure Mk 20 Mod 0 mask. However, the attached ANU entry 1.3.19 identifies the RS4 with a mouthpiece or Mk 20 FFM Mod 1 and specifies SCUBA use only.

A: 1.3.19 Comments: “Approved for SCUBA USE ONLY with the use of the Breathing Valve with Mouthpiece or the MK20 FFM MOD 1.” What this is stating is that there is a mouthpiece that can attached to the second stage regulator to be used instead of the whole full face mask

(FFM).

-The separate mask entry 1.5.7 covers both Mod 0 and Mod 1.

1.5.7 does cover the depth, pressure, cold water, and CAT III contaminated water requirements.

This is the mask we require.

The mask will be dove in SCUBA mode, not surface supplied. It is a recommendation to dive Mod 1 (non-positive pressure) because we are in SCUBA mode however due to our unique mission set we need the Mod 0 (positive pressure). Diving this configuration in a training environment enables the diver to practice proper breathing techniques which will enhance their abilities in a real world mission.

-Could you confirm the intended configuration and provide the governing authorization for the requested RS4/Mod 0 combination? Is the equipment intended solely for self-contained SCUBA, or to interface with existing surface-supplied equipment?

This equipment is solely for SCUBA.

2. Beathing-performance acceptance: The WOB requirement specifies 190 FSW, 300-1200 LPM, and 180 PSI, but does not identify a numerical maximum work of breathing. Could you clarify the WOB limit and units, whether the flow range represents breathing ventilation or valve flow capacity, the reference for the 180 PSI value, and the test standard or OEM documentation acceptable to demonstrate compliance?

Working over bottom pressure (WOB) is required to be set to a minimum of 135psi for a max depth in SCUBA mode of 190fsw. 190fsw is stated in the ANU list and the MK20 Mod 0/1 manual stated in SCUBA Mode states, “ Minimum: Set to manufacturer's recommended pressure, but not lower than 135 psi.”

3. Complete system configuration: Should each set include a complete SPG/compass console and all required hoses and fittings?

Yes, the first stage should come with all SPG/compass console and all required hoses and fittings.

4. The compass must rear-mount to a combo console, but the console model/housing is not identified.

The basic pressure gauge comes with the RS4 first stage. The compass requested is an accessory that will be attached to the console.

5. Please also confirm cylinder working pressure and DIN interface, required mask sizes, and that the storage bag must accommodate the specified full-face mask with hatch and breathing valve.

The DIN configuration is what is requested.

Size M will accommodate our divers.

The bag is designed for this mask.

6. Maintenance coverage: Are the three listed service-kit types intended to support complete scheduled rebuilds or selected maintenance tasks? Please confirm whether additional RS4 first-stage and primary positive-pressure breathing-valve service parts are required or are already held by the unit.

The kits requested are intended for future planned maintenance and emergency repairs. Because the rebuilding of the equipment will not be needed initially, additional parts will be placed held in the dive locker and deployed.

7. Availability and delivery: Our lead technician has encountered extended backorders on certain military diving regulators. We would need to confirm current OEM availability for the specific RS4 configuration and quantities requested before committing to delivery. Is December 30 a firm deadline for the complete package, or would phased delivery be considered if manufacturer lead times require it?

It is understood that the items may be peace mailed due to backorders. December is not a firm date for all the equipment; however, the desire is to have at least 10 full sets sent out at a time.
