PURCHASE DESCRIPTION
For
AIR DATA CALIBRATOR
1.0 SCOPE: This purchase description describes an Air Data Calibrator (ADC), which will be utilized in the Air Force Metrology and Calibration Program to calibrate a wide variety of avionics instrumentation including altimeters, airspeed indicators, rate of climb meters, Mach meters, barometers, air data simulator/testers, pressure gages, pressure switches, and transducers. The ADC shall generate, measure, and display absolute and differential pressures simulating air data parameters including static (Ps), total
(Pt), and impact (Qc) pressures. The ADC shall be a portable and transportable device intended for use in both the laboratory and on-site applications. The device shall have the capability to automatically calibrate/align all air data systems listed in paragraph 3.6. The ADC shall be RVSM compliant. In addition, the ADC shall be calibrated via an automated process by the Air Force’s primary air data calibration standard the ADCS-601. Currently, the ADC-2500V3 Air Data Calibrator is utilized in the
Air Force Metrology and Calibration Program to satisfy all of the functions above.
2.0 PERFORMANCE REQUIREMENTS:
2.1 The ADC Ranges shall have the following as a minimum:
Ps: 0.337 inHg – 32.148 inHg
Pt: 0.337 inHg – 112.323 inHg
Altitude: -2,000 to 99,000 ft.
Airspeed: 0 to 1050 Knots
Altitude Slew Rate: 0 to 50,000 ft./Min
Airspeed Slew Rate: 0 to 800 Knots/Min
2.2 The ADC shall have the following Pressure Units as a minimum:
Ps (Static Pressure): Feet (altitude), Meters (altitude), inches Hg, mm Hg, inches H20, and PSIA
Pt (Total Pressure): inches Hg, mm Hg, inches H2O, and PSIA
Qc (Impact Pressure or Pt-Pc): Knots/Min. (Airspeed), kilometers/hour (Airspeed), Mach
(Airspeed), Inches Hg (gage), mm Hg (gage), Inches H2O (gage), PSIG
2.3 The displayed Resolution shall be selectable via the Front Panel Controls. The minimum required resolution for each parameter is as follows:
Ps: 0.0001 inHg
Pt: 0.0001 inHg
Airspeed: 0.1 Knot
Altitude Slew Rate: 1 ft./min
Airspeed Slew Rate: 1 Knots/min
Pressure displayed in other units shall have proportional resolutions.
2.4 The ADC shall have the following Measurement Uncertainty:
Ps: ± 0.002 inHg or 0.01% of indicated reading whichever is greater
Pt: ± 0.004 inHg or 0.01% of indicated reading whichever is greater
RVSM Compliant (5 inHg – 9.3 inHg): ± 0.0015 inHg

Altitude Slew Rate: ± 5% of reading
Airspeed Slew Rate: ±5% of reading
2.5 Selectable altitude slew rates from 0-50,000 feet per minute, both upscale and downscale, shall be available. Selectable slew rates from 0-750 knots per minute, both upscale and downscale shall be available.
2.6 The Slew Rate error shall be defined as the difference between the commanded slew rate and the actual slew rate as measured by the ADC transducer.
2.7 Environmental Requirements:
2.7.1 The ADC shall be capable of meeting all the requirements of this purchase description when operating at a temperature of 50 F to 90 F.
2.7.2 The ADC shall be capable of meeting all the requirements of this purchase description when operating at a relative humidity of 20% to 95% non-condensing.
2.7.3 The ADC shall be capable of meeting all the requirements of this purchase description after storage at a temperature of -20 F to 150 F.
2.8 The ADC shall be capable of meeting all requirements of the purchase description after shipment via commercial carrier. Any special packaging needed to meet this shipping requirement shall be provided.
3.0 FUNCTIONAL REQUIREMENTS:
3.1 The ADC shall have two primary modes of operation, Monitor and Control.
3.1.1 The Monitor mode shall be used to measure pressures generated and controlled by an external device(s)/instrument(s). This mode shall be used to calibrate air data testers or other test stations, which are generating as well as measuring absolute, gauge, or differential pressures.
3.1.1.1 The Monitor mode shall measure pressure as simulated altitude, airspeed, and rate of climb. It also shall measure absolute Ps (static) pressure, absolute Pt (total) pressure, and/or Qc (impact) differential or gauge pressure. This mode shall have the ability to select either or both pressure ports (Ps or Pt) as being active.
3.1.2. The Control mode shall be used to calibrate devices that do not generate and control pressures. In this mode, the ADC will be connected to an external source of dry gas (Nitrogen or Air) and an oil-less vacuum pump in order to set, control, and measure absolute, gauge, and differential pressures.
3.1.2.1 The Control mode shall be used to calibrate simulated pressures of Air Data Testers including altitude, airspeed, and slew rates. It also shall be used to calibrate low pressure gages, switches, and transducers. This mode shall have the ability to select either or both pressure ports (Ps or Pt) as being active for pressure control and measurement. In this mode, the pressure shall be set using the ADC front panel controls.
3.2 A Calibrate function shall be provided to verify that the ADC pressure indication is within the required accuracy or measurement uncertainty tolerances when compared to a higher level standard
(Fluke ADCS-601). The higher level standard will (Fluke ADCS-601-AF) provide the pressure
Rev 1 generation and control. The calibrate mode shall provide a set of user selectable nominal calibration pressures/points. The ADC shall be capable of 1 to 20 upscale and downscale pressure selections. The
ADC shall be compatible with the latest version of the Air Force’s ADCS-601-AF, used for the fully automated calibration of the current ADC.
3.2.1 In the calibrate function, the ADC shall display the transducer being calibrated, the transducer indication, allow for the keyed input of the actual “standards” pressure, indicate the difference between the ADC and the standard, and indicate a “pass” or “fail” condition based on the tolerance.
3.3 An Alignment function shall be provided in which the ADC is automatically calibrated by the higher level calibration standard (Fluke ADCS-601-AF). The contractor shall determine the number of nominal pressure points for each ADC transducer required to ensure compliance with paragraph 2.0 performance requirements up to a maximum of 20 upscale and 20 downscale nominal pressures.
3.4 A Nominalization function shall be provided to zero the ADC pressure readings. This Mode has the same purpose and effect as “zeroing” a differential gage but can be accomplished at any user selected pressure throughout the range of the ADC transducers. The Nominalization Mode shall operate the same as the Alignment Mode except it shall measure the difference between the standard and the ADC and adjust the ADC to agree with the calibration standard at just one pressure. All other ADC pressure readings will then be biased by the same amount as the difference at the one measured pressure.
3.5 A Leak Test function shall be provided to determine if any leaks are present in the system, which could affect the measurement during use or calibration of the ADC. The maximum acceptable leak rate shall be user selectable.
3.6 The ADC shall have a Test Program function that allows for the User to develop and store test routines including pressures generated (i.e. in Control Mode) or measured (i.e. in Monitor Mode), Device
Under Test (DUT) pass/fail tolerances, rate of pressure change, exercise, and leak test. The Test Program function shall be capable of storing routines capable of automatically calibrating the following air data units at minimum.

3.7 The ADC shall have Pressure Safety Features to prevent the ADC or the device under test from damage due to rapid changes in pressure.
3.8 All modes and functions shall be capable of Remote Operation via an RS232C or USB interface.
3.9 The equipment shall have internal functional Self-Tests. These self-tests shall provide an internal verification of the equipment's modes of operation. If a portion of the self-test fails, an error message shall be displayed that indicates the particular circuit that has failed. Means of isolating and remedying the defective component shall be provided. Self-tests shall require no external standards or devices.
3.10 The ADC shall require a warm-up time of not greater than 1 hour.

3.11 Hardware shall be selected that will provide permanent memory when the power is off, but will be capable of being altered by the operator when the power is on (examples: electrically alterable ROM, bubble memory, etc.). All Calibration data for the ADC shall be alterable by the operator without burning proms.
4.0 MECHANICAL & PHYSICAL REQUIREMENTS:
4.1 The ADC shall have a touchscreen capable Display with a tethered stylus attached. It shall be an illuminated vacuum fluorescent, LED, LCD, or Plasma display. All information required by the User to operate all modes and functions shall be presented on the display, including the desired pressure, the actual pressure, pass/fail results, and instructions to the calibrating technician.
4.2 All modes and functions of the equipment shall be operable using Front Panel Controls or a remote keypad/keyboard device connected to the front panel. The locations and labeling of indicators, controls, and switches shall provide for maximum clarity and easily understood operation without reference to tables, charts, or diagrams. If the controls are in a menu format, the menu structure shall be efficient with related controls grouped together. If a menu format is not used, each principle parameter shall have its own selection key, and the control buttons shall be logically organized on the front panel.
4.3 The ADC shall operate from Input Power of 115/230 VRMS +/-10%, 50 to 60 Hz nominal. A detachable power connector shall be provided with the system (power line cord/cable). The AC Line
Power fuses shall be user serviceable without removing any covers/panels or voiding a manufacturer’s service warranty. The fuse holder assembly shall comply with safety TO 33-1-32.
4.4 The ADC shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best practices for industry approved equipment. It shall be the contractor’s responsibility to assure the government that such design objectives as reliability, accuracy of operation, maintainability, and ease of operation have been given due consideration in the manufacture of this equipment. All parts shall so work together that the equipment shall supply the rated requirements without unnecessary strains, vibrations, and overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and services. All materials and parts of this equipment shall be capable of withstanding environmental testing requirements of this specification.
4.5 The ADC shall contain at least two Pressure Transducers. One shall be for altitude simulation and measurement; the other shall be for air speed simulation and measurement and can be used in conjunction with the first transducer for air speed simulation and measurement. Each transducer shall incorporate temperature control to stabilize the transducer temperature, versus relying solely on temperature compensation.
4.5.1 The Altitude Transducer shall be an absolute transducer and must not be pressure medium density sensitive.
4.5.2 The Air Speed Transducer shall be either an absolute transducer and must not be pressure medium density sensitive.
4.6 Pressure Limiters and Relief Valves shall be present on the system in order to adequately protect the pressure transducers from damaging over pressurization and negative pressures. The ADC shall include Negative QC protection to prevent PT pressure going below Ps pressure when operating in the aeronautical Air Data Mode.

4.7 A Vent Valve shall be supplied and located so that it can be actuated from Front Panel Controls. The
Vent Valve shall be manually operated and be able to vent the entire pneumatic system to atmospheric pressure without pressure transients, which could shock or damage the device under test (DUT) or the
ADC’s transducers.
4.8 All components of the ADC, excluding the vacuum pump, shall be self contained and housed in a rugged military style case designed for storage and transit. The Case shall have a lid, which, when in place, shall be waterproof. Packaging foam shall be designed in a manner to allow ease of ADC removal.
Minor slits in packaging foam where the handles on the unit are located, to allow one to grab handles when removing the unit from case. The vacuum pump is not required to be stored in this case.
4.9 The Dimensions of the ADC shall be no greater than 25 inches on any side.
4.10 The ADC weight shall be no greater than 50 pounds.
4.11 The ADC Pneumatic Connections shall be as follows:
Ps Ports: 3/8” 37° Male JIC AN6 bulkhead
Pt Ports: 1/4” 37° Male JIC AN4 bulkhead
Pressure Supply Port: 3/8” 37 ° Male JIC AN4 bulkhead
Vacuum Supply Port: 1/4” 37° Male JIC AN6 bulkhead
4.12 The ADC shall meet all requirements when connected to a Control Volume of 10 to 100 cubic inches.
4.13 The ADC shall have a Ps and Pt port on the front and rear panel with attaching leak free seal pressure caps.
4.14 The ADC shall have one USB port on the front panel, and two USB ports on the rear panel.
4.15 Additional Equipment: Oil-less Vacuum Pump. The ADC shall be supplied with a vacuum pump to provide sufficient vacuum source. The vacuum pump shall be oil-less, allowing for no contamination of the vacuum system. The vacuum pump shall operate from 115VAC 60Hz also have a noise level no greater than 55 dBA. The vacuum pump dimensions shall be no greater than 14 inches on any side. The weight of the vacuum pump shall be no greater than 21 lbs. A vacuum supply hose shall be supplied to connect the vacuum pump to the ADC.
4.16 The ADC shall contain an internal controller to perform all necessary functions in this Purchase
Description.
5.0 SOFTWARE REQUIREMENTS:
5.1 Software Identification: All software used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software.
5.2 Software Warranty: The contractor shall warrant that the software product meets this purchase description, is free from defects in design and operation, and will perform to stated specifications within this purchase description for the length of the equipment warranty.

5.2.1 The contractor (at no additional cost) shall update or replace the software product as necessary to correct any deficiencies identified in the software. Replacement software shall meet or exceed the requirements in this purchase description, shall not require additional training to operate, and shall be warranted for the remainder of the equipment warranty.
5.2.2 The contractor shall bear transportation costs for all replacement products.
5.2.3 The contractor (at no additional cost) shall provide technical support for normal software usage, clarification of documentation, and resolution of software problems. The contractor shall have multiple methods for convenient contact of Technical Support. Contact methods may include but are not limited to on-line or telephone.
5.3 Interchangeability:
5.3.1 When firmware or software upgrade is anticipated by a manufacturer during the life of this contract, the contractor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade all previous units delivered under this contract shall be updated to this upgrade.
5.3.2 All firmware or software provided under this contract shall be at the same version, revision, and revision date at the completion of the contract.
5.4 Provide automated calibration support without the use of an external computer for the following Air

Software must be in accordance with IAW MTO requirements. The software must have the capability of exercising the TI and Standard automatically, as well as perform an automatic leak check on the ADTS-
415F, ADTS-405F, and TTU-205J. Further, the user must be able to adjust/normalize the ADTS-415F, ADTS-405F, and TTU-205J even if the devices are deemed in tolerance. The ability to check slew rates
(rate of climb) on the ADTS-415F, ADTS-405F, and TTU-205J must also be included as one of the software’s functions.
6.0 TESTING: This item will be inspected and accepted at destination specified elsewhere in the contract. The item will be checked with test equipment with parameters equal to or better than those required to ensure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other
AFMETCAL-approved equivalent international laboratory. Tests will be performed to ensure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein.

Air Data Calibrator
DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format
(iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527C and the Contract
Data Requirements List (DD Form 1423).
CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NMIs) shall be provided with each instrument. This calibration certificate must comply with Data Item Description (DID) DI-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).
SOFTWARE USER MANUAL: The software user manual shall contain instructions to execute one or more related computer software configuration items. The software user manual shall be on CD/DVD-
ROM in Indexed Portable Document Format (iPDF) and prepared in accordance with Data Item
Description DI-IPSC-81443A and Contract Data Requirements List (DD Form 1423).
