About this file

This is a Purchase Description detailing requirements for VBS4 software licenses and related components needed by the Technology Development Directorate (TDD) for development of a Gray Eagle Next Generation Simulation (GENGS) training environment. The requirements include VBS4 Seat License, VBS4 Support, VBS Blue IG Runtime License, VBS Blue IG Maintenance, VBS IG SDK Seat License, VBS IG SDK Maintenance, VBS Simulation SDK License, VBS Simulation SDK Support, and associated dongles.

The related solicitation (W9124P25S2148) indicates this will be a sole-source award to Bohemia Interactive under FAR 6.302-1 by the Army Contracting Command - Redstone Arsenal. The contractor must provide engineering services to complete an Embedded Trainer supporting the MQ-1C Block 25-M aircraft using Strategic Training Environment (STE) components. Deliverables will be provided to FCDD-AMT-MPW at Redstone Arsenal, AL. The NAICS code is 513210, and interested parties have 7 days from publication to respond with capability statements, though this is not a competitive solicitation. No travel is anticipated for this requirement.

Purchase Description

VBS4 Seat License, VBS4 Support, VBS Blue IG, VBS Blue IG Maintenance, VBS IG SDK Seat License, VBS IG SDK Maintenance, VBS Simulation SDK License, VBS Simulation SDK Support, and Dongles

Background:

A Simulation Host and Image Generator is required to host the embedded trainer simulation and provide corresponding graphics within a simulated environment. Simulation Host and Image Generator must interface with each other as well as the Ground Control Station using DIS Protocol. The Simulation Host allows a user to create, edit, and run a simulated scenario containing multiple entities within the Ground Control Station. The Image Generator is responsible for the synthetic virtual environment and the 3D models within. Lack of an Image Generator will result in an unusable simulation that has an entities positional information being relayed to the synthetic virtual environment, with no way to view the object, terrain, or any other corresponding visual effect.

The Technology Development Directorate (TDD) has a requirement for VBS4, Blue IG, VBS IG SDK, and VBS Simulation software, associated licenses, and dongles. The licenses, support, and dongles will be required for image generation and model interface during development of a Gray Eagle Next Generation Simulation (GENGS) simulated training environment and in the final product.

Performance Requirements:

a. The contractor shall provide engineering services required to complete the Embedded Trainer in support of the MQ-1C Block 25 – M aircraft using identified components from the STE. Develop a Gray Eagle simulation that will function on the GEMMI ground control system as well as on PCs and can obtain incremental accreditation from the Directorate of Simulation over the period of performance. (PWS 2.3.2)

b. The Embedded Trainer must use the following software components. (PWS 2.4.1.1)

i. Virtual Battle Space 4 (VBS4)

Travel:

Travel is not anticipated in the performance of this contract.

Deliverables:

The contractor shall provide deliverables to the following:

FCDD-AMT-MPW

Bldg 5400, Room C-140 Redstone Arsenal, AL 35898 POC: David Bittle, 256-876-9410
