About this file

This is a Sole Source Justification and Approval document for the acquisition of VBS4 software licenses and associated products from Bohemia Interactive Simulations by the U.S. Army Contracting Command-Redstone for the Technology Development Directorate (TDD). The procurement includes 4 VBS Seat Licenses, 10 Blue IG Runtime Licenses, 1 VBS IG SDK Seat License, 1 VBS Simulation SDK License, along with associated software maintenance, updates, support, and WIBU Key dongles. The total contract award is projected for December 2025, using FY2024 Army Research Development Test and Engineering funds.

The justification cites FAR 13.106-1(b)(1) authority for sole source procurement, stating that VBS4 and VBS Blue Image Generator products provide the best feature set for simulator requirements compared to alternatives like Modern Air Combat Environment (MACE) or MetaVR's Virtual Reality Scene Generator. Market research conducted through CHESS ITES-SW2 yielded bids from New Tech Solutions and Iron Bow Technologies, with additional quotes from Bohemia (July 24, 2024) and MAK Technologies (July 16, 2024). Bohemia was determined to be the most affordable option. The procurement is supported by a Section 233 Waiver from standard IT procurement processes, specifically waiving CHESS and ITAS requirements.

Sole Source Justification and Approval

Under FAR 13.501

2. Contracting Activity: The U.S. Army Contracting Command-Redstone, Attention: CCAM- MZB-B, Redstone Arsenal, AL 35898-5000

3. Description of Action: The Technology Development Directorate (TDD) of the

Combat Capabilities Development Command, Aviation and Missile Center, (CCDC- AvMC), Redstone Arsenal, Alabama requests a new firm-fixed price contract for the acquisition of VBS4 software and associated licenses, and dongles. It is requested that this award be made to Bohemia Interactive Simulations, 3050 Technology Parkway, Suite 110, Orlando Florida 32826, CAGE Code 627N4. The Government projects award for December, Fiscal Year 2025. Fiscal Year 2024 Army Research Development Test and Engineering funds will be used for this acquisition.

The total estimated dollar value of this acquisition is

4. Description of Supplies/Services: The Technology Development Directorate

(TDD) has a requirement for VBS4, Blue IG, VBS IG SDK, and VBS Simulation software, associated licenses, and dongles. The licenses, support and dongles will be required for image generation and model interface during development of a Gray Eagle Next Generation Simulation (GENGS) simulated training environment and in the final product.

5. Authority Cited: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization)

6. Reason for Authority Cited: VBS4 and VBS Blue Image Generator (IG) products provide the best feature set needed for meeting the simulator requirements. Other scenario generation tools such as Modern Air Combat Environment (MACE), provided by Battlespace Simulation Inc. (BSI) are much more costly and do not come with an image generator that meet the project needs. MetaVR's Virtual Reality Scene Generator image generator product provides a good IG capability, but does not come with a sophisticated scenario generation tool like VBS4.

Purchasing MACE for scenario generation and VRSG for the IG would more than double the cost versus using VBS4 and VBS Blue IG and result in a less capable final product.

7. Efforts to Obtain Competition:

a. Based on the Section 233 Waiver from Deputy Assistant Secretary of the Army

(Research & Technology) dated 6 March 2022 and amended 27 March 2023 Army Science and Technology Reinvention Laboratories (STRLs) are waived from the use current information technology (IT) procurement processes. Paragraph 5 of the Section 233 waiver specifically waives the use of Computer Hardware, Enterprise Software and Solutions (CHESS) and ITAS.

b. Subcontracting competition. N/A

8. Actions to Increase Competition: In the future, any new developments in this technology area will be evaluated to determine whether the requirement can be procured under full and open competition.

9. Market Research: In accordance with FAR Part 10, market research was conducted by David Bittle, Mechanical Engineer in the System & Warheads Technology Division of Technology Development Directorate. The Following techniques were used: Personal Knowledge and contact with knowledgeable person in government/industry: Jeremy Reddoch, CTSG Deputy Business Unit Lead, I3 Inc. Section 233 Waiver has been applied and CHESS has been used for research only. A Request for Quote #502015 was submitted through CHESS

ITES-SW2 for Market Research only and closed on 6 August 2024. The CHESS research resulted in two bids from New Tech Solutions and Iron Bow Technologies.. A quote was requested from Bohemia (publisher) and received from on 24 July 2024. A quote was also received from MAK Technologies 16 July 2024. The software package is not available on GSA. Bohemia was the most affordable.
