PURCHASE DESCRIPTION
FOR
Torque Multiplier Calibration System
1. SCOPE:
The Torque Multiplier Calibration System (TMCS) is a semi-automated transducer-based system used by the Air Force Precision Measurement Equipment Laboratories (PMELs) as an Air Force Measurement Standard for calibrating torque multipliers and large torque wrenches.
2. PERFORMANCE REQUIREMENTS:
2.1. Resolution: The TMCS shall have an indicator that is able to display a resolution of 0.025% of
Full Scale (F.S.) or better of the Transducer being used.
2.2. Accuracy: The TMCS shall have an accuracy of ± 0.25% of Reading, or better.
2.3. Range:
2.3.1. Transducer(s) range shall be at least from 10% to 100% F.S.
2.3.2. The TMCS input range shall cover torque values up to 1250 lbf-ft without gaps.
2.3.3. The TMCS output range shall cover torque values up to 15000 lbf-ft without gaps.
2.4. Units: The digital indicator shall be capable of being set to display the torque readings of both the transducer in the following units: lbf-ft, N-m.
2.5. Warm up time: The TMCS shall have a warm up period not to exceed 30 minutes.
2.6. Settling time: The TMCS transducers shall have a settling time not to exceed 30 seconds during calibration in a stable environment within conditions of section 4.4.
2.7. Stability: The TMCS shall generate, set, and control torque applied to the torque multiplier with a stability no worse than 0.1% of applied value.
3. FUNCTIONAL REQUIREMENTS:
3.1. Ancillary Equipment: The TMCS shall include all transducers, indicators, motors, cables, connectors, adapters, and any other components necessary to perform measurements and meet the requirements of this Purchase Description.
3.2. Reaction Bars/Pins: The TMCS shall have reaction bar(s) or pin(s) that allow all test instruments outlined in this purchase description to be operated to their full scale range in both the clockwise and counterclockwise directions.
3.3. Reaction Fixture: The TMCS shall include a reaction fixture that is capable of holding pneumatic and electric torque device handles with ranges up to 3000 lbf-ft safely in place during calibration.
3.4. Calibrated Test Instruments:
3.4.1. The TMCS shall be able to calibrate torque multipliers and pneumatic and electric type torque drills (screwdrivers).
3.4.2. The TMCS shall include Joint Rate Simulators (run down adapters) that cover torque values from 75-3000 lbf-ft.

3.4.3. The TMCS shall include Torque Multipliers for generating output torque from 250-3000 lbf-ft.
3.5. Testing Modes: The TMCS shall have a minimum of three modes: continuous tracking, first peak, and peak.
3.6. Single Torque Setting: The TMCS operator shall be able to specify and set individual torque values via the user interface by entering a simple numerical value of the target.
3.7. Multiple Torque Setting: The operator shall be able to program, store, and run a minimum of 10 multi-increment torque sequences (instructions) in which the TMCS sets a sequence of 20 specified multiplier input torques and collects and stores complete TMCS multiplier input and measured output torques. The data shall include, at minimum: increment number, exact value of input and output torques, and ratio of output to input torque. All data collected shall be available in a standard, ASCII character, delimited data file.
3.7.1. Automated TI Calibration: The TMCS shall execute semi-automated tests in which the TMCS runs the programmed torque input sequence described in the paragraph above and only pauses for technician input if the multiplier under test has a displayed output.
3.8. Exercise: Exercise of the TMCS over the Applied Input and Measured Output ranges prior to use in order to meet the measurement uncertainty requirement of this purchase description is acceptable. However, all equipment or tools required for the exercise shall be provided with the
TMCS.
3.9. Transducer Connections: The TMCS shall be a “Smart” (Plug and Play) system.
3.10. Calibration of the TMCS:
3.10.1. The TMCS shall have a menu driven calibration method and be calibrated without external software.
3.10.2. The TMCS shall be able to be calibrated using existing hanging weight equipment owned by the Air Force. If proposed system can not be calibrated with existing Air Force equipment, a single full calibration system shall be provided with the first delivered unit.
Current Air Force owned equipment include: Stand (AKO P/N: TSD20042 & TSD10042), Hangers (AKO P/N: TSD1005912, TSD20016, & TSD10019), and Arms (AKO P/N:
TSD2052-S, TSD20052 & TSD10052).
3.11. Network: The TMCS shall be an isolated system (NO Internet Access).
3.12. Serviceability: Individual components shall be individually serviceable by the OEM.
3.13. Printer: The TMCS shall allow a printer to connect to the system by USB com port.
3.14. Slew Rate: The TMCS shall be capable of slewing input torque at a variable rate from 1 to 100 lbf-ft per second.
3.15. Torque Ratio Display: The TMCS shall display the ratio of the Multiplier Output torque to the Applied Input torque.

3.16. Interface: TMCS operator interface shall be through a dedicated system controller and screen display. Touch panel or keyboard and pointing device are acceptable.
4. MECHANICAL & PHYSICAL REQUIREMENTS:
4.1. Dimensions and Weight:
4.1.1. The manual loader’s footprint shall be no larger than 25 square feet.
4.1.2. The TMCS shall weigh no more than 1000 lbs.
4.1.3. All components of the TMCS shall be able to be delivered through a door size of 56 in wide and 81 in high.
4.2. Power: The TMCS shall meet all paragraph 2 requirements while operating on a power supply of no more than 120VAC.
4.3. Model and Serial Number Identification: The TMCS shall be identifiable by manufacturer, model or part number, and serial number for identification. Model/Part Number for entire system shall be an Air Force unique number (i.e. XXXXX–AF) to distinguish between the Air Force and Commercial model. Unique item identification shall follow the item Identification and Valuation clause as stated in the contract.
4.4. Operating Environment/Storage: The TMCS shall be capable of operating to the specifications listed above in paragraph 2.0 in temperatures ranging from 60 °F to 80 °F with a Relative Humidity (RH) of 20% to 50%. The TMCS shall be capable of being stored in an environment of 30 °F to 100 °F, with a RH less than 95%.
4.5. Workmanship: The workmanship shall be first class, of neat general appearance in compliance with standard commercial practices. The standards of workmanship shall be such that the system complies with the requirements set forth in this purchase description.
4.6. Ancillary Equipment: The WT shall come with all ancillary equipment required for operation, including but not limited to external monitor, keyboard, mouse, cables.
5. CONTROLLER REQUIREMENTS:
5.1. Controller: The TMCS shall have a laptop or desktop controller that can efficiently operate under Microsoft Windows 10 64 bit operating system. All major components of the system shall be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from the AFMETCAL. The Controller shall meet or exceed Microsoft Windows 10 hardware requirements.
5.1.1. The controller shall be able to run the software with multiple user accounts.
5.1.2. A Lenovo brand controller will not be acceptable.
5.2. Memory: The controller shall have a minimum 8 GB system Memory.
5.3. USB: The controller shall have a minimum of two integrated USB 3.0 ports not being utilized by other components.
5.4. Display Panel: The display panel shall be 15-inch (diagonal) or larger.
5.5. Hard Drive: The controller shall have a minimum 120 GB Solid State Drive.

5.6. DVD-ROM: The drive shall be an internal or external DVD +/- RW or Blue-Ray.
5.7. Operating System and Software: All software shall run under Microsoft Windows 10 64 bit operating system. All software shall run Windows 10 as a non-elevated user. Shall be supplied with Microsoft Word and Excel, latest release with a non-renewable license.
5.8. Data Transfer: The TMCS shall have a remote data acquisition or data transfer capability via an RS232 or IEEE-488 interface. Command structure shall also be provided.
5.9. Electronics: All electronics required to operate the system shall either fit on or within a workstation or within a separate electronics cabinet.
5.10. Additional Hardware: The controller shall consist of a processor, monitor, keyboard, and mouse. Additional hardware required to make this system function as identified by this purchase description shall be required.
6. SOFTWARE/FIRMWARE REQUIREMENTS:
6.1. Software/Firmware Identification: All software/firmware used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software/firmware.
6.2. Software/Firmware Warranty: The contractor shall warrant that the software product meets this purchase description, is free from defects in design and operation, and will perform to stated specifications within this purchase description for the length of the equipment warranty.
6.2.1. The contractor (at no additional cost) shall update or replace the software/firmware product as necessary to correct any deficiencies identified in the software. Replacement software/firmware shall meet or exceed the requirements in this purchase description, shall not require additional training to operate, and shall be warranted for the remainder of the equipment warranty.
6.2.2. The contractor shall bear transportation costs for all replacement products.
6.2.3. The contractor (at no additional cost) shall provide technical support for normal software/firmware usage, clarification of documentation, and resolution of software problems. The contractor shall have multiple methods for convenient contact of Technical Support. Contact methods may include but are not limited to on-line or telephone.
6.3. Interchangeability: When software/firmware upgrade is anticipated by a manufacturer during the life of this contract, the contractor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade, all previous units delivered under this contract shall be updated to this upgrade.
6.3.1. All software/firmware provided under this contract shall be at the same version, revision, and revision date at the completion of the contract.
6.3.2. Software/firmware shall be updateable by AFMETCAL through communication protocols with Windows based-PC or external drive. Instructions on how to perform the update and any required communication software shall be provided.
6.4. Software Instructions:
6.4.1. Guided Calibration: The TMCS shall automatically generate, set, control, and measure the torque provided to a torque multiplier. Additionally, the TMCS shall measure the torque multiplier output once a steady state condition is achieved. The TMCS shall be capable of
Rev 1 user selected slew rate from one torque value to the next and wait time prior to measurement.
6.4.2. Calibration Report: The TMCS shall be able to produce, save, preview, and print calibration reports for all data required for measurements specified in this Purchase Description.
6.4.3. Instrument Libraries: The TMCS shall be able to save test instrument information including, but not limited to: instrument capacity, instrument type, instrument category, customer, date, and user.
7. OPERATOR’S MANUAL: The TMCS shall come with a Commercial Off The Shelf (COTS) operator’s manual describing features and functions, assembly and start up, operation, instructions and troubleshooting, technical data, maintenance and care, and warranty.
8. ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH:
A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them. This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.
9. TESTING: This item will be inspected and accepted at destination as stated in the contract. The item will be checked with test equipment with parameters equal to or better than those required to ensure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other AFMETCAL-approved equivalent international laboratory. Tests will be performed to ensure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein.

DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527D and the Contract Data Requirements List (DD Form 1423).
CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NMIs) shall be provided with each instrument. This calibration certificate must comply with Data Item Description (DID) DI-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).
FAILURE SUMMARY AND ANALYSIS REPORT: A complete Failure Summary and Analysis Report shall be provided once at the end of every Fiscal Year (once/if warranty repairs begin). The reports shall comply with Data Item Description (DID) DI-SESS-81495B and the Contract Data Requirements List (DD Form 1423).
SOFTWARE USER MANUAL: The software user manual shall contain instructions to execute one or more related computer software configuration items. The software user manual shall be on CD/DVD- ROM in Indexed Portable Document Format (iPDF) and prepared in accordance with Data Item Description DI-IPSC-81443A and Contract Data Requirements List (DD Form 1423),
