PURCHASE DESCRIPTION
FOR
PORTABLE AUTOMATIC TEST EQUIPMENT CALIBRATOR
1. Purpose This purchase description contains descriptions of the equipment contained in the Portable Automatic Test Equipment Calibrator (PATEC) standards set used to calibrate automatic test equipment.
2. Equipment List and Potential Suppliers The following list shows the quantities of each item required per PATEC and identifies potential suppliers of each item.

3. General Requirements
3.1 Interface Capability:
Any equipment that is capable of automation shall be equipped with an IEEE-488.2-1992 interface. The interface shall incorporate all of the IEEE-488.2 Common Commands and Queries. Any function that can be entered via the front panel shall be controllable via the interface, with the exception of power on/off. In addition, any or all of the functions which can be displayed, can be queried and sent over the interface. The GPIB Address shall be selectable from a system menu.
3.2 Dimensions:
The instrument's dimensions shall not exceed: Length: 22.75 inches; Height: 7 inches maximum; Width: Instrument plus rack mounting shall fit within a standard EIA 19 inch rack.
3.3 Physical Mounting:
The item shall be furnished with accessories necessary for mounting in a standard 19 inch Electronic Industries Association (EIA) rack.
4. Test Module Adapter (TMA) Controller
4.1 Scope:
A laptop controller is required that can efficiently operate under the Microsoft Windows 10 Professional operating system.
4.2 General Description:
A laptop controller is required that can efficiently operate under Microsoft Windows 10 Professional 64 bit operating system. All major components of the system must be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from the AFMETCAL. The Controller must meet or exceed Microsoft Windows 10 Professional hardware requirements.
4.2.1 Salient Characteristics
4.2.1.1 Processor: Intel Pentium V or otherwise equivalent or better generation minimum,
2.0 GHz clock speed minimum.
4.2.1.2 Memory: Minimum 8 GB system Memory.
4.2.1.3 Input Output (I/O) External Ports, Slots and Connectors: At minimum, the following types of I/O interface connections must be available on the controller or via port replication:
4.2.1.3.1 USB: Minimum of four integrated USB Ver 2.0 compliant ports.
4.2.1.3.2 Ethernet: One 100/1000 BaseT Ethernet RJ45 port.
4.2.1.3.3 Video: Areo-Capable Graphics card that supports Windows Display Driver Model (WDDM 1.0) with a minimum of 128 MB that supports Direct X 9.

4.2.2 Operating System and Software:
All software must run under Microsoft Windows 10 (Professional operating system or greater 64bit, latest version release). All software must run Windows 10 as a non-elevated user. Shall be supplied with Microsoft Word and Excel, latest release with a non-renewable license.
4.2.3 Additional Hardware:
Additional hardware required to make this system function as identified by this purchase description shall be required.
5. Operating Cases
5.1 Scope:
This section of the purchase description covers an operating case for the transportation and protection of the instrumentation used in the PATEC. The case shall permit the installation of a variety of rack mount configured equipment and drawers. The equipment shall be operated while installed in the case with the covers removed. With the covers installed, the case shall provide environmental protection for the enclosed equipment.
5.2 General Description
5.2.1 Case:

All requirements listed are essentially those contained in the undated ECS Catalog for ECS 7314 Case.
5.3 Requirements
5.3.1 Case Body and Covers Design and Construction:
5.3.1.1 Style and Dimensions: The case shall consist essentially of a case shell with front and rear removable covers, and lifting handles or rings. The shell center shall include a frame suitable for mounting standard rack mountable instruments allowing the instruments to be operated in the case when the covers are removed. The frame shall be shock isolated.
The case maximum outside dimensions (excluding hardware or molded ribs) shall be 24 inches (6l0 mm) in width (W), 30.0 inches (762.0 mm) in depth (D), 30.0 inches in height (H).
The clear inside rack height shall not be less than 24.5 inches.
5.3.1.2 Materials: The case body and covers shall be constructed of fire retardant, molded fiberglass reinforced plastic or other composite materials suitable for the purpose intended and meeting all other performance specifications specified herein.
5.3.1.3 Casters: Casters shall be provided to allow for moving the unit without lifting. The casters shall be removable and shall have a locking “brake” to prevent it from moving during use.
5.3.1.4 Pressure Relief Valve: A simple, manually operated pressure relief valve or automatic pressure relief valve shall be provided to equalize the air pressure inside the case with the outside air pressure. The valve shall be designed, positioned, and recessed on the case to prevent damage and accidental opening.
The valve assembly shall be replaceable without opening the case and shall not require the use of special tools.
5.3.1.5 Guides: Guides or alignment indicators shall be provided for ease in aligning the front and rear covers to the case body during closing of the case.
5.3.1.6 Handles: Four heavy-duty, large bail handles shall be provided with stops to hold the bail at right angle to the mounting plate when in carrying position and spring loaded to fold the bail into a down position when released. The handles shall be fitted two on each side of the main body of the case. The handles shall be recessed into the surface of the case body to prevent damage from direct or glancing blows during movement and shipment of the case. The bail of the handles shall have a grip diameter not less than
0.375 inch (0.94 cm), an inside length not less than 4.5 inches (11.43 cm) with a minimum clearance of 2.0 inches (5.08 cm) between the bail grip and the mounting plate. The handles shall be installed sufficiently above the center of gravity of the equipment to ensure carrying stability. Protection shall be provided from all sides. The handles shall be capable of lifting a total case weight of 250 pounds (113.5 kg).
5.3.1.7 Mounting Rack Frame: Mounting Rack Frame Unit: The case shall incorporate an interior shock isolated, heavy duty, equipment mounting rack frame unit permitting the installation of standard EIA, 19 inch (482.6 mm) rack mounting equipment up to the maximum height of the rack frame. The internal shock mounting provisions shall suspend the mounting rack frame to isolate the equipment from the case shell.
5.3.1.7.1 Mounting Rack Frame Clearance: The case body shall have a depth of not less than 22 inches (558.8 mm). The front and rear covers shall have a depth of not less than 2.50 inches (63.5 mm). This will provide a minimum clearance of 3.50 inches (88.9 mm) between the rack faces and the insides of the covers. A clearance of not less than 2.00 inches (50.8 mm) shall be provided between the sides of the rack and the inside of the case body and between the top and bottom of the rack and the inside of the case body.
5.3.1.8 Instrument Supports: T-bar instrument supports shall be provided so that each mounting rack frame may be configured for any combination of instruments and/or drawers. The T-bar supports shall extend from the sides of the mounting rack frame to provide support for the instrument chassis. The edges of the installed T-bar supports shall be a maximum of 15 inches apart. The T-bar support mounting shall be designed to provide continuous adjustment of the supports at any position within the mounting rack height so as to provide instrument chassis support for both standard (1.75 inch height increment) chassis and non-standard chassis. The horizontal part of the T-bar must be cut back on both ends so that it is at least 1 1/2 inches from the rack face. Each case shall be provided with two sets of T-bar supports.
5.3.1.9 Lid Hangers: Lid hangers shall be provided so that each lid may be attached to the side of the case.
Brackets on the top of the case enclosure mate with brackets mounted on the lid.
5.3.1.10 Storage Pouch: One storage pouch per case shall be provided. The pouch shall be mounted in the rear case lid, shall be removable via snaps and have a zippered opening. Pouch dimensions shall be at least 12”x12”x2”.
5.3.2 Drawer:
The drawer shall be constructed of aluminum or molded glass fiber reinforced plastic with an aluminum face.
Mounting slides shall be supplied to install the drawer in the rack frame. The slides shall be furnished with all necessary hardware for mounting to the front and rear rack frame drilling pattern. It shall be possible to mount the drawer in any 1.75 inch incremental position within the rack frame. The drawer slides furnished shall have a positive stop feature to prevent accidental removal of the drawer from the slide. The drawer slides shall further have a finger operated quick release to permit deliberate removal of the drawer from the slide. The drawer shall be fitted with a lid or cover. The lid shall be secured to the rear of the drawer with an aluminum piano type hinge. To secure the drawer in the rack frame, two one-quarter turn latch buttons shall be provided.
One shall be mounted on each side of the front panel of the drawer and engage the rack frame equipment mounting rail. A suitable handle shall be mounted in the center of the front panel. The drawer dimensions shall be as follows:

When installed in the rack frame, no portion of the drawer shall extend above or below the front panel height.
5.3.2.1 Mounting Hardware: Sufficient hardware shall be provided for mounting the T-bar instrument supports. Sufficient captive nuts or threaded fasteners shall be provided for mounting electrical/electronic equipment to the rack frame.
5.3.3 Power Strip:
Each case shall be furnished with an Underwriters Laboratory approved 115V power strip. The input power cord shall be a minimum of 12 feet in length and be provided with a U prong type grounding plug. The strip shall be equipped with a circuit breaker (15 ampere) and a minimum of four U prong type grounding receptacles. An "on-off" switch and pilot light are optional. The power strip shall be of metal construction and shall be mounted on the rear of the rack frame. This mounting may reduce the 2 inch clearance specified in the Mounting Rack Frame Clearance paragraph of this section of the purchase description.
5.3.4 Performance and Product Characteristics:
5.3.4.1 Load Capacity: The case shall have an equipment load capacity of 130 pounds (59.0 kg).
5.3.4.2 Weight: The case, covers, and mounting rack frame shall not exceed 70 lbs.
5.3.4.3 Environment: The case shall protect the item and withstand the environmental conditions specified herein. No degradation of materials (i.e. cracking, warpage, disintegration of surfaces, etc.) or performance (i.e. leaks) shall impair the functional use of the case during testing. The case shall be designed to capable of withstanding temperature extremes of –65 to +165 degrees F (–54 to 74 degrees C), and relative humidity extremes ranging from 0 to 100% over the temperature extremes.
5.3.4.4 Leakage: The leakage rate of an assembled and closed case shall not exceed 0.05 psig/hour (0.35 kiloPascals) when the cases are subjected to the leakage test as outlined in the Quality Assurance Provisions of this section of the purchase description.
5.3.4.5 Compression: Each case shall be capable of supporting a 2000 pound (907.2 kg) load simulating a number of similar cases being stacked upon the case under storage conditions.
5.3.4.6 Shock Isolation: The shock isolating devices of the equipment mounting rack frame system shall limit the maximum resultant acceleration experienced to 30 "g". Interior equipment rack shall be shock mounted in compliance with CEA-310-E.
5.3.4.7 Workmanship: The case, including all parts, shall be free from any defects (i.e. poor molding fabrication, loose materials, damaged or improperly assembled cases, peeling, or chipping of plating or finish, nick and burrs of metal parts and post molding warpage), which affect the durability, strength, safety or serviceability. All exposed edges of the non-metallic cases that have been machined, drilled, etc., shall be permanently sealed. The case, the weld quality, the finish of the exposed edges/surfaces shall be smooth, free of sharp or jagged edges.
5.3.4.8 Color: Case shall be impregnated with a Desert Tan color, similar to SAE-AMS-595 color specification 33446.
5.3.4.9 Performance Testing: Case shall comply with performance testing of MIL-STD-810F including, but not limited to: Temperature, Drop, Vibration, Loose Cargo Bounce, Wind Blown Rain, Wind Blown Sand and Dust, Fungus Growth, and Low Pressure tests.
6. Environmental Protective Case for TMA Controller
6.1 Scope:
This section of the purchase description describes the requirements for an environmental protective case for a portable instrument controller with accessories that will be used with portable calibration standards to calibrate automatic test equipment.
6.2 General Description:
The transit case described herein shall be Brand Name or equal to Pelican Case Model #1550.
6.3 Requirements
6.3.1 Design and Construction:
6.3.1.1 Style and Dimensions: The case shall be of the "clam shell" design consisting of top and bottom shells (sections) connected with a hinge along one side.
The outside dimensions of the closed case (excluding hardware) shall not exceed the following dimensions:

6.3.1.2 Foam Cushioning: The top and bottom shells of the case shall be lined with polyester or polyurethane foam cushioning material with a density of at least 2 lbs per cubic foot. The foam in the top shell shall be at least 1 inch (25.4 mm) thick and shall be glued to the lid. The foam in the bottom shell shall have recesses for storage of items of the following dimensions with a tolerance of + 0.25,-0.0 in.

The recess (item 4) shall be centered under item 1 with no foam plug separation. However all items shall have at least 1 inch of foam separating them from the bottom shell and items 1 through 4 shall have at least 1 inch (25.4 mm) of foam separating them from each other.
6.4 Performance and Product Characteristics
6.4.1 Watertight:
The case shall be watertight non-submerged at all specified environmental conditions.
6.4.2 Airtight:
The case shall be airtight at all specified environmental conditions.
6.4.3 Dustproof:
The case shall be dustproof at all specified environmental conditions.
6.4.4 Crushproof:
The case shall be crushproof to 400 lbs (182 kgs) applied uniformly to the largest face without damage, deformation, opening or loss of seal at all specified environmental conditions.
6.4.5 Shock:
The closed loaded case loaded shall be capable of withstanding a drop test of 7 feet (2.13 m) on any face or corner on to concrete without loss of enclosure seal or damage causing failure of any of the specifications.
6.4.6 Color:
The case color shall be a subdued color, such as, black, brown, grey, and dark blue. Bright colors, such as, white, yellow, red, and light blue shall not be provided.
7. GPIB-USB Interface Adapters
7.1 Scope:
This section of the purchase description describes the requirements for two USB to IEEE-488 adapters that are required to interface the Portable Automated Test Equipment Calibrator with various Automatic Weapon System Test Stations for on site calibration through the TMA Controller.
7.2 General Description:
The following represents the minimum specifications for two each USB-GPIB Interface Adapters, brand name or equal to the National Instruments GPIB-USB-HS Controller. The USB-GPIB Adapter must provide the capability to convert a Universal Serial Bus (USB) port into a full-function, plug and play, IEEE 488.1-2 General Purpose Interface Bus (GPIB) device that can control up to 14 programmable GPIB instruments. It must implement the full range of GPIB Controller functions including those required and recommended by IEEE 488.2. It must also implement normal and extended Talker and Listener, serial and parallel polling, service requests, and pass/receive control functions. It must be able to be configured as a System Controller or as a Non-System Controller.
7.3 Salient Characteristics
7.3.1 Software
GPIB-USB-HS, NI-488.2 for Windows 10: The software must contain the drivers and driver utilities to completely configure the Interface adapter in the Windows 10 environment; diagnose and verify hardware and software installation/configuration; and control the flow of communications on the GPIB, USB and the Windows operating system.
7.3.2 Input Output (I/O) External Ports:
USB Port: One USB series B plug on built-in 2 meter cable. USB Standard ver 1.1 compliant. Full-speed signaling 7.7 Mb/s).
GPIB Port: One IEEE 488 standard 24-pin GPIB male connector. GPIB Standards IEEE 488.1 and IEEE 488.2 compliant.
7.3.3 IEEE-488 Compliance: Completely IEEE-488.2 1992 compatible using National Instruments command API.
7.3.4 Speed: Full-speed 7.7 Mb/s USB signaling.
7.3.5 Switches: No DIP Switches -- Plug and Play configuration.
7.3.6 Power: The Interface Adapter shall draw power directly from the USB port requiring no external power input. Maximum power consumption: 500 mA.
7.3.7 GPIB Transfer rates: 1.8 Mbytes/s or higher.
7.4 Physical:
Dimensions: No greater than 4.5 x 3 x 1 inches.
Weight: Not greater than one pound.
