About this file

This is a Request for Quotes (RFQ) #RFQ194877A issued by the City of Palo Alto's Purchasing and Contract Administration Department for the purchase and delivery of assorted precast underground concrete vaults, pads, and lids for the Utilities Electric Engineering Division. The solicitation covers a comprehensive range of concrete infrastructure components, including various types of replacement covers, vaults, pads, extensions, and intercept boxes with different specifications like vented/non-vented, traffic ratings, and terminator configurations. The RFQ is structured for a 5-year contract period, with quantities specified for each year and multiple line items covering different product types. The quote submission deadline is October 28, 2025, at 3:00 pm, with bids to be submitted electronically through the City's OpenGov portal.

The RFQ allows for alternate manufacturers and quotes, with the City reserving the right to award on an aggregate or item-by-item basis and potentially to multiple vendors. The contract includes provisions for firm fixed pricing, annual budget approvals, and the potential for up to four 12-month extensions, totaling a maximum 60-month agreement. Pricing will be evaluated based on the lowest total bid for Years 1-3, with specific requirements for environmental sustainability, including recycled content, packaging materials, and waste reduction. The City has included detailed specifications for each item, requiring comprehensive data sheets and warranty information, and has built-in flexibility to consider alternative products that meet the specified requirements.
