About this file
This document is a Florida Department of Transportation (FDOT) Notice of Intended Decision to Enter into a Single Source Contract (PUR 7778) for Nagios software for the North Florida Regional Transportation Management Center (NFRTMC) operations. The intended use of the Nagios software is to minimize downtime by quickly identifying network issues and bottlenecks, decrease maintenance response time, and provide system redundancy and failover capacity. The NFRTMC has been utilizing Nagios for the past nine years and needs to maintain the Nagios XI System to continue monitoring the ITS network and alerting of outages. Nagios Enterprises, LLC is the sole provider of the Nagios XI software, and FDOT has determined that continuity of the current integrated software and its upgrades is mission-critical for the operations of the NFRTMC.
The contract price for the Nagios software is $24,000.00. As this is a single-source acquisition, there is no competitive process. FDOT has justified the single-source acquisition, stating that Nagios XI provides all the necessary functions for network management without requiring the NFRTMC to redo thousands of hours of work, as the files are not portable to different proprietary software. Introducing a different software would create significant delay and/or downtime, which would result in a threat to public safety on the roadways.

Commodity or Service Required (commodity class and group, manufacturer, model, and description, as appropriate): 43232800 Network Management Software
Requestor (division, bureau, office, individual, as appropriate): North Florida Regional Transportation Management Center
Performance and/or Design Requirements (intended use, function or application, compatibility etc.
requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
The intended use of this product is to minimize downtime by identifying issues and bottlenecks quickly. By determining the source of the network outages it will decrease the maintenance response time for the system.This will also help with system redundancy and help with failover capacity. This system will allow for the tracking of changes and updates as well as validating network configurations. This will allow to document the system layout and connections for future and current review during projects and maintenance.
Intended source (vendor, contractor): Nagios Enterprises, LLC
Price: $24,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source;
steps taken to confirm unavailability of competition, as appropriate): The NFRTMC has been utilizing Nagios for the past nine years and have built up a robust network of drawings and IP information within the system. The network has grown to a point where the NFRTMC needs maintain the Nagios XI System to continue monitoring the ITS network and alert of outages in a way to minimize downtime. Nagios XI provides all functions necessary for the network management without having to redo thousands of hours of work as the files are not portable to different proprietary software. If the Department were to introduce a different software to accomplish what has already been done, it would create a significant delay and/or downtime, which would result in a threat to the operations that would involve public safety on the roadways.
As such, continuity of current integrated software and its upgrades is mission critical for the operations of the NFRTMC. Nagios is the sole provider of Nagios XI software.
