About this file

This is a Notice of Intended Decision to Enter into a Single Source Contract issued by the Florida Department of Transportation (FDOT) for maintenance services related to Syn-Tech Equipment. The Department intends to procure maintenance services for 36 bulk fuel sites statewide that currently operate Syn-Tech Systems Inc. equipment. The maintenance services include an extended manufacturer warranty with technical support and diagnostics, combining Syn-Tech's Super Maintenance plan and FMLive subscription. The Super Maintenance plan provides unlimited 24/7 support, replacement parts, surge and lightning protection, and certified on-site technician visits, while the FMLive subscription offers a secure, web-based platform with real-time monitoring, automated backups, advanced reporting, and remote diagnostic capabilities. The notice was posted on December 12, 2025, and remains posted for a minimum of three business days.

The contract value is $1,158,884.40 for services from the single-source vendor, Syn-Tech Systems, Inc. The justification for single-source procurement is based on Syn-Tech's exclusive position as the designer and installer of the Department's automated fuel accounting system and the only known vendor capable of maintaining the proprietary components. Syn-Tech exclusively stocks the necessary proprietary replacement parts for both hardware and software required to operate the system. The automated fuel accounting system is essential for the Department to efficiently distribute fuel to its own fleet and to other Florida agency fleets during routine and emergency operations. The contact for this procurement is Destyne Grayson at the FDOT Maintenance Office, with internal tracking number DOT-SS-26-9048-DG.
