About this file
The document is a Notice of Intended Decision to Enter into a Single Source Contract issued by the Florida Department of Transportation (FDOT), specifically for Statewide Surveying Equipment. The procurement involves acquiring a TS16 Total Station with Customer Care Packages (CCP) and accessories, including a 360 Degree Prism and Pole GS18T, CS20 LTE Disto Controller with accessories, and a Tripod for TS16 and GNSS Poles. The intended source is Florida Level & Transit Co., Inc., and the total price is $114,914.12. The procurement is driven by the need to upgrade existing surveying equipment to support improved GNSS carrier phase and code range measurements, enabling tilt compensation, supporting new satellite constellations, eliminating setup errors, and enhancing cellular communications for survey personnel.
The single source justification is based on FLT Geosystems being the sole authorized distributor for Leica Geosystems' High-end Surveying segment in Florida, which consists of GNSS, Robotic surveying instruments, related field and office software, firmware, and Customer Care Packages. The document indicates the contract is tracking number DOT-SS-26-9013-DG, with a posting date of 9.24.2025 at 12:00 PM EST. The requestor is Ronald Hanson from the Office of Surveying and Mapping, and the commodity class is 41114200 - Land surveying instruments. The notice includes a legal disclaimer about filing protests and provides contact information for Destyne Grayson at CO.Purch@dot.state.fl.us for any inquiries.

Commodity or Service Required (commodity class and group, manufacturer, model, and description, as appropriate): 41114200 - Land surveying instruments
Requestor (division, bureau, office, individual, as appropriate): Ronald Hanson, Office of Surveying and
Mapping
Performance and/or Design Requirements (intended use, function or application, compatibility etc.
requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
The FDOT Surveying and Mapping personnel provide GNSS carrier phase and code range measurements in support of 3- dimensional positioning activities for work programs throughout the State, using the Florida Permanent Reference Network (FPRN). The existing GNSS anten-nas used to collect this information do not support tilt compensation or all the constellations supported by the FPRN. Addi-tionally, the existing tripods used to collect this information allow for setup error. Replacing the existing GS15 antennas with GS18T antennas will allow State Survey
Personnel to take advantage of the new tilt compensation technology and the new satellite broadcasts offered through the FPRN. Without the purchase of the GS18T survey personnel will not be able to take advantage of the extra satellites that the newer constellations provide. Replacing the existing tripods with fixed-height tripods will eliminate setup errors. Also, replacing the existing CS20 controllers with upgraded CS20 controllers will allow cellular communications to once again be active. Without the replacement of the CS20 controllers, State Survey personnel will be required to use existing “hotspot” technology and will limit the types of GNSS antennas that can be used. Finally, the TS16 total station allows field personnel to perform surveying functions.
