About this file
This is a Description of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Department of Agriculture and Consumer Services for a "Fresh from Florida" Grocery Retailer Marketing Program. The procurement involves promotional advertising services to be provided by Metro Ontario, Inc., a leading Canadian grocery retailer operating more than 280 Metro and Food Basics stores throughout Ontario. The contracted services will support marketing activities featuring Florida agricultural products through circular advertisements, in-store signage, and product displays incorporating the "Fresh from Florida" logo and branding. The notice was posted on August 24, 2026, with a deadline for prospective vendors to submit information regarding their ability to supply the described services by September 15, 2026. The contract execution date is set for June 30, 2027. The procurement is authorized under Florida Statute Section 570, which permits the Department to promote agricultural products through various media channels including print, television, and digital media.
The estimated contract amount ranges from approximately $40,000 to $75,000. Metro Ontario, Inc. is identified as the sole source vendor due to its unique capability to plan, print, and publish weekly sale flyers in both print and online formats featuring Florida products and the "Fresh from Florida" logo, as well as its ability to design, print, and distribute in-store signage displaying the logo across all individual store locations within its network. The single-source justification confirms that no other known vendor possesses these integrated capabilities. The contract falls under UNSPSC codes 80141600 (Sales and business promotion activities), 80171603 (Publicity and marketing advisory service), and 80171702 (Brand promotion and management services).
