About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Financial Services (Department) for a Special Events in Extremis training course to prepare Joint Hazard Response Teams (JHRT) with a focus on chemical, biological, radiological, and explosive threats. The course is a continuation of the FBI Tactical Bomb Tech Course and follows National Bomb Squad Commanders Advisory Board and Department of Homeland Security guidelines. The training will be provided by Point One USA, LLC, the only known provider of this specialized course, and is estimated to cost $78,829.28. The training is required to be completed prior to August 30, 2022 for 8 attendees.

The Department has determined that the Special Events in Extremis training from Point One USA, LLC is the only course available that meets the advanced skill level required by the Division's experienced Explosive Ordinance Disposal team, which serves the entire state of Florida and provides aid to multiple agencies. No other training providers were found to offer a comparable course that would further develop the team's skillset beyond entry-level training.

USA, LLC is the only provider of the Special Events in Extremis C-IED course.
