About this file
This is a Description of Intended Single Source Purchase (PUR 7776) form filed by the Florida Department of Financial Services for security monitoring and maintenance services. The Department intends to procure ongoing security monitoring and maintenance services for Sonitrol proprietary security systems installed across seven DFS-occupied buildings in Tallahassee, Florida, including the J. Edwin Larson Building, Fletcher Building, The Atrium, Hermitage Center, Edgewater Building, Division of Criminal Investigations facility, and Claude Pepper Building. The services requested encompass alarm verification, 24-hour, 365-days-per-year maintenance and parts replacement under lifetime warranty, and unauthorized access prevention. The contract term runs from July 1, 2026, through June 30, 2027. Prospective vendors interested in providing these services must submit relevant information by June 12, 2026, at 3:30 p.m. ET. The posting date was May 21, 2026, and the notice will remain posted for at least 15 business days as required by Florida Statutes.
The estimated dollar amount for this single source purchase is $135,000.00. The Department justifies the single source acquisition based on the proprietary nature of the Sonitrol equipment currently installed in DFS buildings; Sonitrol is the sole authorized provider capable of monitoring and maintaining its proprietary systems, and any repairs attempted by non-Sonitrol-trained technicians would void the lifetime warranty. The services are classified as mission-critical for protecting state employees, state property, and Florida citizens. The contact for this procurement is Becky Hale, Office of Purchasing and Contractual Services, at DFSPurchasing@myfloridacfo.com or 850-413-2070. The requisition was approved by multiple DFS leadership, including the Purchasing Director, Bureau Chief of General Services, Division Director of Administration, and three Deputy CFOs.

These services are mission critical for DFS. Security monitoring and maintenance services are necessary to ensure the integrity of the existing security systems in DFS-occupied buildings in Tallahassee. These systems are crucial in protecting state employees, state property, and the citizens of Florida. To maintain secure buildings and ensure employee safety, DFS must purchase Security/Intrusion Protection to verify alarms for law enforcement entities and for DFS. DFS must also purchase ongoing maintenance services through Sonitrol to update and ensure Sonitrol proprietary equipment remains functional. The existing equipment is proprietary to Sonitrol and can only be monitored and serviced by Sonitrol and its trained and authorized technicians. The failure to acquire these services would create an unacceptable risk regarding all aforementioned persons and property.
Intended Single Source:
Sonitrol of Tallahassee Inc.
Estimated Dollar Amount:
$135,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Sonitrol installed the existing proprietary security equipment in DFS-occupied buildings in Tallahassee. DFS intends to enter into a single source purchase for the continuation of the Security / Intrustion Protection and Access Control services that are currently provided by Sonitrol.
Specifically, Sonitrol will verify alarms to decrease false alarms and response times; provide 24-hour, 365-days per year maintenance and parts for the security equipment under lifetime warranty;
and prevent unauthorized access to buildings. Sonitrol is the sole source provider of its proprietary equipment and is the only company authorized and able to monitor and maintain the equipment being used for the security of DFS-occupied buildings. Further, if non-Sonitrol-trained technicians attempt any repairs to the equipment, the lifetime warranty is voided.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
Becky Hale, Office of Purchasing and Contractual Services Amy Jones, Purchasing Director, Office of Purchasing and Contractual Services Jon Kosberg, Bureau Chief, General Services Rick Sweet, Division Director, Division of Administration
