About this file

This document is a "Description of Intended Single Source Purchase" (PUR 7776 form) issued by the Department of Financial Services of the State of Florida. The agency is seeking to purchase ArcGIS software licenses, maintenance and support, end-user training, and documentation. This proprietary software will be used to create and maintain a website to host the Division of State Fire Marshal Mine Activity Clearinghouse website. The estimated dollar amount for this single-source acquisition is $60,120.00. The agency has determined that the ArcGIS proprietary mapping technology has no equivalent that can suit their needs, and this solution will provide total design control of the website, data analysis and visualization capabilities, and website hosting services.

The agency is requesting information from prospective vendors by September 27, 2022, at 9:00 AM (ET). If it is determined that the services are only available from a single source, the agency will post a notice of its intended decision to enter into an agreement with the vendor pursuant to Section 120.57(3), Florida Statutes.

Intended Single Source: Environmental Systems Research Institute, Inc. (ESRI)

Estimated Dollar Amount: $60,120.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Florida Statute 522.30 governs construction materials mining activities, this statute requires that certain information be collected via Form DFS-K3-2018 or Blasting Activities Report for any Construction Mining Company blast that occurs in Miami-Dade County. This form contains date, time, and location specific information about explosive use and the resulting seismic waves that occur so that it can be provided to citizens and permit holders. The Division’s current website which is designed and hosted by the Department provides some information but currently needs to be updated to provide additional information to meet statutory requirements such as providing an online form submission webpage for Forms DFS-K3-1498, DFS-K3-2017, and DFS-K3-2018 and providing a webpage to download these documents or otherwise make them publicly available through the website. By purchasing this proprietary software that includes total design control of the website by non-web developer users, including functionality and presentation. the Department would be able to provide additional information to the general public and self-sustainability to the program. This solution automatically converts collected form data to geospatial data ready for analysis and publication by the Department. This conversion should automatically add coordinate information and add each data point directly to a layer file within the Department’s ArcGIS Online geodatabase file. The solution will also allow this data to be analyzed in ArcGIS Pro, visualized by the Department and published to the website. Maps and tables on the website will update automatically as subsequently collected form data is analyzed by the Department. Public users can also customize and filter the visualization of these custom maps via the website and to view and download data as needed. The software would include website hosting services for the Department. While the Department could re-design the current website to include the additional information that is required to be viewable by the general public it would require significant funding and the possibly of hiring additional staff. If the Department only purchased the software, maintenance, and support it would then have to determine how the software and/or the data from the software could be incorporated into the current website.
