The requestor is Jonathon Bennett from the Office of Environmental Management, with Destyne Grayson serving as the primary contact. SWEPT is a secure, web-based application designed to standardize and automate the preparation, review, approval, tracking, and reporting of environmental documents and reports across all FDOT districts to ensure consistency and efficiency in compliance with the National Environmental Policy Act (NEPA) and to support the Project Development and Environment (PD&E) phase. The contract is for a five-year term, with services requested including technical support or help desk services, information technology consultation services, permanent information technology software developers, and permanent information technology staffing needs. The posting date is November 12, 2025, with the last day for receipt of information as December 8, 2025—a 15 business day public review period as required by Florida Statutes section 287.057(3)(c).
The estimated dollar amount for this single source procurement is $4,950,000.00 over the five-year period. The intended vendor is AECOM Technical Services Inc., which has been the sole developer, maintainer, and technical support provider for the SWEPT system since its inception. The justification for single source acquisition centers on AECOM's unique institutional knowledge of the application's architecture, code-base, data structures, and workflow logic, combined with the critical need to maintain system continuity and ensure uninterrupted compliance with federal and state environmental requirements. The internal tracking number is DOT-SS-26-9045-DG, and legal review by the Office of General Counsel is required prior to posting.
