About this file

The document is a Florida Department of Transportation (FDOT) Description of Intended Single Source Purchase form (PUR 7776) for procuring non-motorized monitoring equipment, maintenance, and repair services from Eco-Counter, Inc. The procurement is for ECO-Counter Urban and Mobile Multi DataNet systems with API/Web Dashboard and Automatic Data Transmission, covering electronic counters, camera-based vision systems for automated data collection, software maintenance and support, and electrical equipment maintenance services. The contract term is 5 years, with an estimated total value of $4,900,000.00, and the posting dates indicate a procurement period from 07/16/25 to 08/06/25.

The single-source justification is based on Eco-Counter, Inc. being the sole distributor of these technologies in the United States and holding the copyrights with no resellers. The Urban/Mobile MULTI system is described as an innovative counting solution that can monitor and differentiate between pedestrians and cyclists using PYRO passive infrared and ZELT inductive loop sensors, with a reported accuracy above 80%. The system features a vandal-proof galvanized steel housing, waterproof components, a two-year battery life, and automatic 3G/GSM data transmission. The Transportation Data & Analytics office has tested and validated the performance of these bicycle and pedestrian counters.

Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): Eco-Counter’s Urban/Mobile MULTI is an innovative and unique counting system that monitor and differentiate between pedestrians and cyclists. These systems combine the PYRO, passive infrared, sensor and the ZELT, inductive loop that are an intelligent subsystem (Smart

Connect) and analyses the signal from both sensors in order to count and classify each user. The Urban MULTI is optimized to count large groups of pedestrians and cyclists with high accuracy making it ideal for high-volume multi-use paths. Thanks to its unique design, the Urban/Mobile MULTI houses the complete counting system (logger, sensors, and battery) in its galvanized steel housing. The steel housing is vandal proof and the components inside are completely waterproof. The Urban/Mobile MULTI, like all Eco-Counters, is a complete turn-key solution: two-year battery life, automatic 3G/GSM data transmission option. The pyroelectric sensor detects pedestrians and gives reliable trends. The

Transportation Data & Analytics office has tested these bicycle and pedestrian counters, and they have proven themselves to achieve above an 80% accuracy.
