About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Agriculture and Consumer Services for a grocery retailer marketing program. The department seeks to procure promotional advertising services for the "Fresh From Florida" brand through a partnership with Barfoots of Botley for a minimum two-week promotional campaign featuring Florida sweet corn in Waitrose stores located in the United Kingdom. The project scope includes creating and implementing "Fresh From Florida" identifier stickers or labels for private-label packaged sweet corn originating from Florida, promoting Florida sweet corn at a discounted price across all participating Waitrose locations, providing sales data to demonstrate sales-lift results, and supplying photographs documenting the product packaging with the "Fresh From Florida" logo as proof of performance. The contract execution date is June 30, 2027, with the last day for receipt of prospective vendor information set for September 15, 2026. The posting date was August 24, 2026, and the notice will remain posted for a minimum of 15 business days as required by Florida Statutes.
The estimated contract amount is approximately $45,000 to $60,000. Barfoots of Botley has been identified as the sole source for this acquisition because the company is the exclusive distributor of fresh vegetables to Waitrose Supermarkets in the United Kingdom and is the only known vendor capable of supplying Waitrose stores with Florida sweet corn, creating and affixing the "Fresh From Florida" identifier to private-label packaging, planning and executing the in-store campaign, and collaborating with Waitrose to provide required sales data. The procurement is authorized under Section 570, Florida Statutes, which grants the department authority to promote agricultural products through advertising and promotional activities. All promotional use of the "Fresh From Florida" logo must comply with department rules and be coordinated through authorized partners.
