About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT). FDOT is seeking to procure the Enterprise 365 - Public Sector Program, which includes software maintenance and support, development software, and computer-aided design (CAD) software. The total contract term is three (3) years, and the estimated dollar amount is $4,642,500.00. FDOT has determined that Bentley Systems, Inc. is the sole source provider for these products, as they have been used by FDOT for decades, and the agency has developed custom resources and tools that are not available in other off-the-shelf CAD products.
The justification for the single-source acquisition is that Bentley's CADD products are the most productive for FDOT's plans, models, and estimates, and the agency has a significant knowledge base and institutional experience with these tools. Transitioning to other commercially available software would require substantial retraining and would not be compatible with FDOT's legacy file data.

Quantity or Term (as appropriate): Three (3) Years
Requestor (division, bureau, office, individual, as appropriate): Vern Danforth, Office of Design
Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The Florida Department of Transportation (Department) utilizes Computer Aided Design and Drafting (CADD) for production and delivery of digital project data.
The Department uses Bentley’s MicroStation as one of its CADD platforms. Bentley product licensing renewals are essential for continued development on District FDOT Work Program projects for Construction. These products utilize Computer Aided Design and Drafting (CADD) based solutions for Survey, Photogrammetry, Mapping, Roadway, Drainage, Utility and Structures Design and Engineering.
Intended source (vendor, contractor): Bentley Systems, Inc.
Estimated Dollar Amount: $4,642,500.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): These tools and products have been learned and used by FDOT for decades. Bentley CADD products are most productive for Plans, Models and Estimates to prepare the Construction Bidding package. There is institutional experience and knowledgebase of trained experts in the District Offices. Other commercially available sofware, although adequate, would not be compatible with the legacy file data used and would require a significant re-learning of the tools and workflow to be productive. In addition, FDOT has over 25 years of in-housed development of custom resources and tools in the Bentley platform to streamline and automate production workflows.
These are not available in other off the shelf CADD product.
