Instructions to Offerors Offerors are instructed to submit documentation that demonstrates they are an authorized reseller of Spot X brand name products. Quote submissions must meet the brand name items, descriptions and quantities. Offerors that submit partial supplies and/or services will not be considered for award.

Basis for Award This RFQ will result in the award of one (1) firm fixed-price purchase order. All responsible sources may submit a quotation, which shall be considered by the NTSB.

Award will be made to the lowest-priced technically acceptable quotation. To receive consideration for award, a rating of Acceptable must be achieved for the technical factor.

Offerors are advised that in the interest of efficiency, the Government reserves the right to conduct the evaluation in the most effective manner. Specifically, the Government may first evaluate the total quote price of all Offerors, then resulting in the evaluation of the technical quotations, of the lowest priced Offeror only. If the lowest priced Offeror's technical quote is determined to be rated as Acceptable, the Government may affirm award to that Offeror without further evaluation of the remaining Offeror's technical quotations. If the lowest priced Offeror's technical quotation is determined to be rated as Unacceptable, then the Government may evaluate the next lowest priced technical quotation, and so forth, until the Government reaches the lowest priced technical quotation that is determined to be rated as Technically Acceptable.

Technical Acceptability of the quote constitutes the following evaluation factors in conformance with the RFQ:

1. Technical Requirements: Must meet the brand name item(s), descriptions, and quantities. Offerors that submit a quote must offer the supplies and/or services.

Offerors that submit partial supplies and/or services will not be considered.

Offerors shall submit documentation to show they are authorized re-sellers of Spot X products/services.
