About this file
This is a Notice of Intended Decision to Enter into a Single Source Contract (PUR 7778) issued by the Florida Department of Children and Families, Office of Economic Self Sufficiency. The Department seeks vehicle valuation services to support staff conducting eligibility determinations for Food Assistance, Medicaid, and Temporary Cash Assistance programs. The notice was posted on June 17, 2026, at 4:00 P.M., with Sally Johns serving as the primary contact. The contract term is scheduled to run from July 1, 2026, through June 30, 2029. No bidder's conference or site visit requirements are specified in the documentation.
The Department intends to award the contract to JD Power and Associates at an annual cost of $63,000 per year, totaling $207,000 over the three-year contract period. The single-source justification is based on JD Power's unique position as the sole nationally recognized provider of standardized, industry-accepted vehicle valuation data. JD Power acquired the National Automobile Dealers Association (NADA) valuation system and rebranded it as JD Power Values, integrating NADA's trusted methodology with JD Power's data analytics capabilities. The procurement is mandated by 7 CFR 273.8 and 42 CFR Part 435, federal regulations requiring vehicle valuation consideration during eligibility determinations. The contract was approved by multiple departmental officials, including representatives from Business Operations, General Counsel, Budget Policy and Operations, and Information Technology Services. Protests must be filed within the timeframe prescribed by Section 120.57(3), Florida Statutes, with the Agency Clerk at the Department of Children and Families.

Justification for Single Source Purchase (what is necessary and unique about the commodity, contractual service, or source; steps taken to confirm unavailability of competition, as appropriate):

JD Power remains the sole nationally recognized provider whose vehicle valuation data is consistently relied upon by automobile dealers and financial institutions for determining used‑vehicle values. As a result, JD Power is the only source that can provide the standardized, industry‑accepted valuation data required by the Department.
