About this file
This is a Single Source Purchase Description (PUR 7776) filed by the Florida Department of Children and Families for vehicle valuation services. The Department seeks vehicle valuation services to support staff in conducting eligibility determinations for Food Assistance, Medicaid, and Temporary Cash Assistance programs. The contract term runs from July 1, 2026, through June 30, 2029. The request was posted on May 27, 2026, with a deadline for receipt of information on June 17, 2026. The Office of Economic Self Sufficiency submitted the request, with Sally Johns serving as the primary contact. No bidder's conferences or site visits are mentioned in the documentation.
The estimated contract value is $69,000 per year. The Department justifies the single-source acquisition based on JD Power and Associates being the sole nationally recognized provider of standardized, industry-accepted vehicle valuation data. The Department previously contracted with the National Automobile Dealers Association (NADA) for this service, but JD Power acquired NADA's valuation system and rebranded it as JD Power Values. The procurement is governed by 7 CFR 273.8 and 42 CFR Part 435, which require vehicle valuation consideration during eligibility determinations. The UNSPSC code assigned is 80101513 for financial analysis or valuation services. Multiple departmental officials approved this single-source determination, including representatives from Business Operations, General Counsel, Budget Policy and Operations, and Information Technology Services.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Historically, the Department contracted with the National Automobile Dealers Association (NADA) because it was the only vendor offering vehicle valuation software compatible with mainframe system requirements. JD Power acquired the NADA valuation system and rebranded it as JD Power Values, integrating NADA’s trusted valuation methodology with JD Power’s broader data analytics capabilities. JD Power remains the sole nationally recognized provider whose vehicle valuation data is consistently relied upon by automobile dealers and financial institutions for determining used‑vehicle values. As a result, JD Power is the only source that can provide the standardized, industry‑accepted valuation data required by the Department.
