About this file
This is a Notice of Intended Decision to Enter into a Single Source Contract issued by the Florida Department of State, specifically the Division of Elections, Bureau of Voter Registration Services. The document outlines the intent to procure a Voter Registration Application (VRA) for the Florida Voter Registration System (FVRS), which is a computer-based application software critical to performing mandated statutory duties. The contract is with VR Systems, Inc. for a single-source purchase of software licensing and support, with a total value of $45,883.00.
The justification for the single-source procurement is that VR Systems' Voter Registration Application is the only statewide voter registration application capable of interfacing with the Florida Voter Registration System in the specified manner. The software has been in use by the Bureau of Voter Registration Services since 2006, with ongoing upgrades, and is essential for the bureau to perform its statutory responsibilities. The procurement follows Florida Administrative Code Rule 60A-1.045 and section 287.057(3) of Florida Statutes, with the notice posted on 10/15/2025 at 10:00 a.m. and potential for protest within the prescribed legal timeframe.
