About this file

This is a Notice of Intended Decision to Enter into a Single Source Contract (PUR 7778) filed by the Florida Department of State for the procurement of services from Sirsi Corporation. The Department of State's Division of Library Information Services seeks to maintain its integrated library system, commonly referred to as the State Library's online catalog, which has been in operation since 2004. The system enables library staff to maintain the collection and provides users with an easily searchable, customizable online interface. The contract encompasses proprietary system maintenance and support services, including 24/7/365 support coverage, daily backups, necessary software and hardware upgrades, and service continuity assurance. The notice was posted on September 15, 2026, at 10:00 A.M., with the internal tracking number DOS-SS-26/27-050 and DMS Single Source number SS-16741. No specific response deadline, bidder's conference, site visit requirements, or award date is identified in the document.

The contract price is $169,655.46 annually. Sirsi Corporation is designated as the sole source vendor because the system is proprietary and specifically designed for library operations, with SirsiDynix identified as the only vendor capable of providing comprehensive annual support and maintenance across hardware, software, and application upgrades. The justification for single source procurement emphasizes the unique and specialized nature of the system. The contract aligns with Florida Statute 257.04, which mandates the Division of Library and Information Services maintain library resources and provide research and information services to state agencies and officials. The procurement was approved by Cathy Moloney (Contract Manager), Amy Johnson (Division Director), Fred Heery Jr. (Director of Administrative Services), and Antonio Murphy (Chief Operating Officer). Protests must be filed within the prescribed timeframe under Section 120.57(3), Florida Statutes, with submissions directed to the Florida Department of State's General Counsel via mail or email.
