About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Juvenile Justice for satellite network communication services. The Department seeks to procure FloridaSatNet, an interoperable Push-To-Talk Satellite network developed and managed by SkyBase Communications, which enables public safety users throughout the State of Florida to communicate with one another and coordinate with other state agencies. The contract term runs from July 1, 2026, through June 30, 2027. The request was posted on May 27, 2026, with a deadline for receipt of vendor information by June 17, 2026, allowing for the statutory 15 business day posting period. The procurement is being handled by the Bureau of General Services, with Michael Watson serving as the primary contact at the Department of Juvenile Justice.
The estimated dollar amount for this single source acquisition is $100,000.00. The justification for the single source purchase centers on the exclusive availability of FloridaSatNet channels through SkyBase Communications and the network's critical functionality for emergency response and inter-agency coordination. The Department of Juvenile Justice will receive its own dedicated talk groups for regular communications in addition to access to primary FloridaSatNet channels monitored by the Division of Emergency Management's watch office, with the primary channel reserved for emergency communication with the State Emergency Operations Center. The procurement was approved by Pamela White (Bureau Chief, Bureau of General Services), Michael Watson (Purchasing Office), and Alynsa Bisbee (General Services). The agency has solicited information from prospective vendors regarding their ability to supply comparable services and will issue notice of its intended single-source decision following this evaluation period.
