About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Fish and Wildlife Conservation Commission for the procurement of SeaTox Brevetoxin ELISA kits. The Florida Fish and Wildlife Research Institute, represented by Jay Abbott as the requestor, is seeking competitive enzyme-linked immunosorbent assay (ELISA) testing kits for the measurement of brevetoxin in seafood and environmental samples over a three-year term. The kits must be approved by the Interstate Shellfish Sanitation Conference for use in regulatory shellfish testing for biotoxins. The procurement was posted on February 3, 2026, with a deadline for prospective vendors to submit information regarding their ability to supply the commodities by February 24, 2026. No bidder's conference or site visit is indicated in the document.

The estimated dollar amount for this single-source procurement is up to $500,000. The agency justifies the single-source acquisition on the basis that SeaTox Research Inc. is the sole distributor of the only brevetoxin ELISA kit approved by the Interstate Shellfish Sanitation Conference for testing shellfish for Neurotoxic Shellfish Poisoning within a regulatory framework, which is required to fulfill the agency's mandate to provide technical support to the Florida Department of Agriculture and Consumer Services. The purchase is categorized under UNSPSC codes for chemical evaluation instruments and supplies, laboratory and measuring equipment, and sampling equipment. Multiple agency officials, including operations management, research administration, purchasing, and executive leadership, have approved the procurement justification.
