About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV). The intended purchase is for the customization and maintenance of a mobile wellness application branded for the Florida Highway Patrol (FHP). The application will provide content on various wellness topics for law enforcement officers, including mental health, physical fitness, and work-life balance. The contract term is for one year. The estimated dollar amount is $90,000. Lexipol, LLC, is the identified single-source provider, as they are the only company offering customized mobile wellness apps for law enforcement agencies nationwide, with features such as CrisisAlert technology, a HIPAA-encrypted teletherapy portal, and over 40 wellness modules.

The justification for the single-source acquisition is that Lexipol's intellectual property is protected by international and U.S. trademark, patent, and copyright laws, making them the sole provider of the specialized application. The intended purchase is to renew the existing one-year annual subscription/service agreement for the FHP's customized mobile wellness app.
