About this file

This is a PUR 7776 Form—Description of Intended Single Source Purchase—filed by the Florida Department of State for the procurement of library system maintenance and support services. The Florida Department of State's Division of Library Information Services seeks to renew its annual maintenance and support contract with SirsiDynix for an integrated Library System that serves as the State Library's online catalog. The system, originally purchased in 2004, enables library staff to maintain and manage the state's collection through a customizable, user-friendly online platform. SirsiDynix provides 24/7/365 support coverage, performs daily backups, executes necessary software and hardware upgrades, and ensures continuous service availability. The contract term runs from September 1, 2026, through August 31, 2027. The posting date was August 21, 2026, with a deadline for receipt of vendor information by September 14, 2026. No site visits or bidders' conferences are referenced in this document.

The estimated contract value is $169,655.46 for the one-year term. This single-source procurement is justified on the basis that SirsiDynix's system is proprietary and specifically designed to meet library operational needs, with SirsiDynix identified as the sole vendor capable of providing comprehensive annual support and maintenance services including hardware, software, and application upgrades. The procurement aligns with Florida Statute 257.04, which mandates that the Division of Library and Information Services maintain a library for state officials and employees and provide research and information services to state agencies. The acquisition was approved by Cathy Moloney (Contract Manager), Amy Johnson (Division Director), Alexis Bryan (Purchasing Director), and Fred Heery, Jr. (Director of Administrative Services).
