About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Fish & Wildlife Conservation Commission (FWC), seeking software services, maintenance, and support for a 5-year term from July 1, 2025, to June 30, 2030. The procurement is for data warehouse server maintenance, data conversions, data creation/modification/compatibility, and software updates to be performed by SmartCOP, Inc. D/B/A CTS America. The solicitation was posted on 04/07/2025, with the last day for receipt of information being 4/28/2025, and involves software necessary to access and seamlessly interface with the Statewide Joint Task Force Computer Aided Dispatch (CAD) system used by the Florida Highway Patrol (FHP) and FWC.

The estimated dollar amount for this single-source acquisition is not to exceed $900,000.00. CTS-America is identified as the original and sole developer, distributor, and technical support supplier for the CTS software currently installed at the FWC, with the software being proprietary and having no alternative distributors, retailers, or resellers. The justification for the single-source procurement emphasizes that CTS-America's MCT and RMS software are the only products meeting the functional requirements for the Division of Law Enforcement to interface with the existing CAD system, providing real-time location tracking for FWC officers operating in remote areas with limited cell phone service.
