About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Fish and Wildlife Conservation Commission (FWC). The agency is seeking to purchase Global Positioning System (GPS) adult and fawn collars, Vaginal Implant Transmitters (VITs), and airtime service from Advanced Telemetry Systems Incorporated (ATS). This technology will be used to examine white-tailed deer fawn survival and cause-specific mortality in the North Florida Deer Study at the Ordway-Swisher Biological Station. The agency requires 3 years of service from the date of the first purchase order. The estimated dollar amount for this single-source acquisition is $90,000.
ATS is the sole source for this technology, as the agency has already deployed 66 ATS collars and currently has 8 deer collared using refurbished collars from a previous study. Continuing to use ATS collars is critical to maintain data integrity and efficient GPS data management, as the collars, VITs, and fawn collars are linked for communication and control. This allows the agency to track individual adult female reproductive success over multiple years without having to replace the collar on the adult.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
To examine white-tailed deer fawn survival and cause-specific mortality of fawns, we must first capture and collar adult females with unique collars that contain a microprocessor and functionality of a NEOLINK technology (G5M-2D Wildlink-ITX Iridium GPS collars). At the time of capture, the females are also implanted with VITs that are radio-linked with the adult collar. This allows us to quickly respond when a fawn is born (as the VIT expels, VITs radio link

sends the information to the mother’s iridium collar and we receive an email alert within 20-30 min after birth). Fawns are then fitted with the expandable Neolink-ITX collars that are similarly linked with the mother’s collar. This technology allows for alerts if the fawn strays out of radio range of its mother or if a mortality occurs.
Intended Single Source:
Advanced Telemetry Services (ATS)
Estimated Dollar Amount:
$90,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
ATS collars will be deployed as part of the North Florida Deer Study at Ordway-Swisher
Biological Station, which began in 2020. During the project we have deployed 66 ATS collars and currently have 8 deer collared in the study area with collars originally purchased for the
South Florida Deer Study and refurbished for use in the North Florida Deer Study when that study ended. In order to not jeopardize the integrity of the data, and for efficient and consistent
GPS data management (including location data, mortality notifications and all user commands), it is critical that all animals within the study area are collared using the same equipment, available only from ATS. All the GPS data (existing and new collars) are uploaded to ATS’s proprietary managed Iridium website and all the data and control over the collars is securely managed by the user. This allows the user (FWC employees included in the project) to send commands such as remote drop-off, change in GPS fix schedule, change in iridium transmission schedule, etc. In addition, user is directly able to change several settings with the fawn-doe collar communication. Furthermore, continuing to use ATS collars with the linked communication between doe collar-VIT and doe collar-fawn collar, allows us to follow individual adult female’s reproductive success through multiple years, without having to replace the collar on the adult. In other words, we can connect the existing adult female collar to a new
VIT and fawn collar(s).
