About this file
This document is a Description of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Department of Financial Services, Division of Workers' Compensation. The Division is proposing to purchase statistical information generated by the Workers' Compensation Research Institute (WCRI) to measure the performance of the Florida Workers' Compensation System and compare it to other states. This information will be used to ensure the stability and self-execution of the Florida Workers' Compensation System and direct potential legislative changes. The contract term is from July 1, 2024 to June 30, 2025. Prospective vendors who believe they can provide these services must provide relevant information by May 17, 2024 at 10:30 AM (ET). If the services are determined to be available only from a single source, the Department will post a notice of its intended decision to enter an agreement with the WCRI pursuant to Florida Statutes.
The estimated dollar amount for this single source procurement is $195,000.00. The justification for the single source determination is that the WCRI is the only known organization that possesses the proprietary data sources and analytical capability to conduct the required multi-state comparisons and present the reports using a trademarked reporting system. The Department has determined that the WCRI is the sole entity that can provide the necessary services to comply with Florida's workers' compensation statutes and support potential legislative changes.

This information in turn provides data to support proposed legislative changes that may be necessary to ensure the stability of the Florida Workers' Compensation System.
Intended Single Source:
Workers’ Compensation Research Institute Incorporated
Estimated Dollar Amount:
$195,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
The WCRI is the only known entity that compiles and publishes independent data for 15 to 20 other large states that participate in the study. The stakeholders of Florida’s Workers’ Compensation System benefit from research that assists in monitoring the effects of legislation and administrative changes and from the comparison of legislative and administrative strategies of other states to better forecast necessary policy changes to ensure the stability and self-execution of the Florida Workers’ Compensation System. Additionally, research and analysis is needed to examine the changes in performance of individual state Workers’ Compensation Systems and to make interstate comparisons. The WCRI is an independent not-for-profit research organization that historically provides information about public policy issues involving workers’ compensation.
Using a proprietary database that is made up of data unique to the workers’ compensation community, the WCRI produces two CompScope™ reports that provide policymakers useful tools to conduct system evaluations. The CompScope™ Benchmarks and the CompScope™ Medical Benchmarks provide the Florida Legislature and the Division of Workers’ Compensation with a comprehensive picture of the Florida Workers’ Compensation System, the ability to examine the changes in performance of individual state systems, and the ability to make interstate comparisons.
This single source determination was made because the WCRI is the only known organization that possesses the data sources and analytical capability to conduct these types of multi-state comparisons, and it presents its reports using a trademarked reporting system.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
Greg Jenkins, Division of Worker’s Compensation Brittany Oneil, Division of Worker’s Compensation Tanner Holloman, Division of Worker’s Compensation Julie Jones, Deputy Chief Financial Officer, Law Enforcement Andrea Brooks, Division of Administration
