About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Fish and Wildlife Conservation Commission's Fish and Wildlife Research Institute for specialized radio telemetry equipment. The procurement seeks Lotek radio telemetry tags and receivers with proprietary coding to support the Freshwater Fisheries Research Section's ongoing study on freshwater fish survival, habitat use, predation rates, and emigration. The requested equipment includes programmable tags compatible with existing Lotek SRX 1200 receivers, capable of broadcasting between 150 and 154 MHz, and able to log temperature, pressure, and 3-axis acceleration data. The tags must be compatible with Lotek MCFT-3 transmitters and handle up to 700 tag IDs per channel/frequency. The procurement was posted on October 29, 2025, with prospective vendors required to submit information regarding their ability to supply the commodities by November 10, 2025, at 12:00 PM ET, and the posting will remain active until November 20, 2025. The contract term is three years, to be executed upon issuance of a purchase order.
The estimated contract value is $200,000.00 over the three-year term. The single source justification is based on the specialized nature of the equipment, which is integral to an ongoing research platform using existing Lotek infrastructure; the agency determined that comparable products with the required proprietary coding and technical specifications are not available from alternative sources. No set-aside designations for specific organizational types are mentioned. The procurement has been approved by multiple management levels, including the Research Scientist, Section Leader, Deputy Director, and Purchasing Director. Selected vendors must warrant their capability to fully perform contract requirements and comply with Chapter 287, Florida Statutes, and all applicable regulations. The contact for this procurement is Adrian Wiggins at the Fish and Wildlife Research Institute in Tallahassee, Florida.

Lotek radio telemetry tags and receivers with proprietary coding of existing equipment.
Commodity Code: 52161523, 41111938, 55121500
Quantity or Term (as appropriate):
3 years - upon issuance of purchase order
Requestor (division, bureau, office, individual, as appropriate):

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
The Freshwater Fisheries Research Section uses Lotek tags and receivers with proprietary coding. Additional units are needed to complete the current study and support future research using existing infrastructure. Tags purchased must be compatible with Lotek SRX 1200 receivers. Tags should be programmable to broadcast at a frequeny between 150 and 154 MHz and coded so tag ID, temperature, pressure, and 3-axis acceleration can be decoded by the receiver. Tags must also log recorded temperature, pressure, and acceleration for download when

tags are retreived. Receivers must be able to decode transmission from Lotek MCFT-3 transmitters and handle up to 700 tag IDs per channel/frequency.
Intended Single Source:
Lotek Wireless, Inc.
Estimated Dollar Amount:
$200,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Radio telemetry equipment is an integral component of a study designed to evaluate the survival, habitat use, predation rates, and emigration of freshwater fish. The tags are implanted into the body cavity of fish, allowing researchers to track them, record their locations, verify if they are living, and record their activity history through temperature, pressure, and acceleration loggers in the tag. The ongoing study is on a platform of Lotek equipment and is set to be extended.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
Aaron Reid Hyle, Research Scientist Jason Dotson, Freshwater Fisheries Research Institute Section Leader Leanne Flewelling, Fish and Wildlife Research Institute, Deputy Director Matthew Carroll, Purchasing Specialist Supervisor Rachel Korade, Purchasing Director
