About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Fish and Wildlife Conservation Commission's Fish and Wildlife Research Institute. The document outlines a procurement for Lotek radio telemetry tags and receivers equipment, with an estimated value of $200,000.00, to be purchased over a 3-year term upon issuance of a purchase order. The solicitation was posted on 10/29/2025, with the last day for receipt of information set for 11/20/2025. The Freshwater Fisheries Research Section requires these specific radio telemetry tags and receivers with proprietary coding to complete an ongoing study and support future research, with tags that must be programmable to broadcast at a frequency between 150 and 154 MHz and capable of logging temperature, pressure, and acceleration data.
The single source procurement is justified by the specialized nature of the radio telemetry equipment, which is critical for tracking freshwater fish, implanting tags to monitor survival, habitat use, predation rates, and emigration. The tags must be compatible with existing Lotek SRX 1200 receivers and able to decode transmissions from Lotek MCFT-3 transmitters, with the capability to handle up to 700 tag IDs per channel/frequency. The intended single source vendor is Lotek Wireless, Inc., and the procurement has been approved by multiple levels of management, including the Research Scientist, Research Institute Section Leader, Deputy Director, and Purchasing Director.

Lotek radio telemetry tags and receivers with proprietary coding of existing equipment.
Commodity Code: 52161523, 41111938, 55121500
Quantity or Term (as appropriate):
3 years - upon issuance of purchase order
Requestor (division, bureau, office, individual, as appropriate):
Florida Fish and Wildlife Conservation Commission, Fish and Wildlife Research Institute, Saint Petersburg FL, Freshwater Fisheries Research, Reid Hyle
Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
The Freshwater Fisheries Research Section uses Lotek tags and receivers with proprietary coding. Additional units are needed to complete the current study and support future research using existing infrastructure. Tags purchased must be compatible with Lotek SRX 1200 receivers. Tags should be programmable to broadcast at a frequeny between 150 and 154 MHz and coded so tag ID, temperature, pressure, and 3-axis acceleration can be decoded by the receiver. Tags must also log recorded temperature, pressure, and acceleration for download when

tags are retreived. Receivers must be able to decode transmission from Lotek MCFT-3 transmitters and handle up to 700 tag IDs per channel/frequency.
Intended Single Source:
Lotek Wireless, Inc.
Estimated Dollar Amount:
$200,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Radio telemetry equipment is an integral component of a study designed to evaluate the survival, habitat use, predation rates, and emigration of freshwater fish. The tags are implanted into the body cavity of fish, allowing researchers to track them, record their locations, verify if they are living, and record their activity history through temperature, pressure, and acceleration loggers in the tag. The ongoing study is on a platform of Lotek equipment and is set to be extended.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
Aaron Reid Hyle, Research Scientist Jason Dotson, Freshwater Fisheries Research Institute Section Leader Leanne Flewelling, Fish and Wildlife Research Institute, Deputy Director Matthew Carroll, Purchasing Specialist Supervisor Rachel Korade, Purchasing Director
