About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Agency for Health Care Administration for Environmental Systems Research Institute, Inc. (ESRI) ArcGIS software and services. The Agency seeks the ESRI Enterprise Advantage Program (EEAP) and ArcGIS subscription software licenses, training, maintenance, and support for a one-year term. The requested commodities and services fall under UNSPSC codes for Geographic Information System Services, Mapping, Map Production, Cloud-based Software as a Service, and Map Creation Software. The posting date was May 13, 2026, with a deadline for receipt of information on June 4, 2026. The posting will remain available for at least 15 business days in accordance with Florida Statutes Sections 120.57(3) and 287.057(3). The requestor is the Enterprise Innovation & Technology and Health Quality Assurance divisions.
The estimated dollar amount for this single source purchase is $79,031.00. The Agency justifies the single source acquisition based on ESRI's exclusive ownership of the ArcGIS software and data formats, which are critical for sharing information with partner organizations and state agencies already utilizing ESRI platforms during emergency operations and disaster response. The software will integrate with the Agency's existing Tableau reporting software and health facility licensing data to support mission-critical emergency response reporting, data visualization, analysis, and geographic mapping capabilities. ESRI is identified as the sole source because it provides the only available support and maintenance for ArcGIS, and the failure to maintain this software would result in statewide application failures affecting public health operations.

systems, to develop mission critical emergency response reporting during state-declared disaster evacuation responses, detection, and complex investigation. ArcGIS is needed for AHCA to coordinate emergency operations activities with providers, health care associations, and other state agencies currently using ESRI ArcGIS.
ESRI's license subscriptions provide access to workflow-specific apps, maps and data for Florida healthcare organizations and includes tools for being mobile in the field. In addition, ArcGIS supports data visualization, data integration capabilities, advanced analysis, and authoritative data maintenance.
The Agency will use the ArcGIS tool to create geographic report maps, analyze data, and share with other state agencies who also currently have an ArcGIS enterprise agreement. It will also use the Florida map package, desktop licenses, online hosting platforms, unlimited geocoding, unlimited mapping, and self-paced study courses to learn the ins and outs of the program, conduct quarterly map updates, maintenance, software updates, and tech support. The software will support data sharing across a hybrid suite of ArcGIS products such as ArcGIS Online Creator and ArcGIS Enterprise and enable users to work across the ArcGIS systems. ESRI will provide data, software, configurable applications, training and technical support for the Agency's emergency GIS operations.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
ESRI software and data formats allow the Agency to quickly share critical information with partners who, as well, have adopted ESRI's storage and communication platforms, providing the infrastructure to both prepare for and respond to events that have the potential to directly affect human health. The ArcGIS support and maintenance is only provided by ESRI, and no other reseller can offer the support.
ArcGIS software and maintenance is critical to the Agency applications that require various GIS services to be hosted. The impact of not maintaining this software will result in the failure of the GIS services and applications used statewide and by the public. Their services/products are the exclusive property of ESRI, and the respective copyright owners.
