About this file
This document is a description of an intended single source purchase for the Florida Department of Children and Families (DCF) to procure maintenance, monitoring, and repair services for the existing Simplex Fire Alarm systems at the Florida State Hospital (FSH) and Northeast Florida State Hospital (NEFSH). The required services include labor, parts, and programming to repair the fire alarm systems to working order on an as-needed basis. Johnson Controls Fire Protection is identified as the sole source provider, as the systems are proprietary and require their specialized expertise and components for maintenance and repairs. The contract term is 1 year following award, with an estimated dollar amount of $360,000 for FSH and $85,000 for NEFSH.
The justification for the single-source acquisition is that the Simplex fire alarm systems use proprietary Life Safety Software and solid-state technology that is exclusive to Johnson Controls. The systems require immediate replacement of specialized circuit boards, and all repair parts and components are only available through Johnson Controls. Maintenance and repairs are mandated by the State Fire Marshal and the Agency for Health Care Administration.

Intended Single Source:
Johnson Controls Fire Protection
Estimated Dollar Amount:
Florida State Hospital $360,000.00 Northeast Florida State Hospital $85,000.00
Justification for single source acquisition (what is necessary and unique about the product, service, or source; steps taken to confirm unavailability of competition, as appropriate):
The Johnson Controls systems are proprietary and in order to maintain warranties, coverage and service agreements, all services and repairs must be performed by Johnson Controls Fire Protection.
Maintenance and repairs are mandated by the State Fire Marshall and the Agency for Health Care Administration. This system uses a Life Safety Software Program which is specifically designed by Simplex for its addressable systems. This means that there is not educational material commercially available from which a non-Simplex technician can qualify to edit, making this proprietary and intellectual property. The Simplex systems are of solid state technology. The system is composed of specially designed circuit boards. Servicing of the basis system can require the immediate replacement of one or more of these printed circuit boards in order to put the system back online.
All system parts and components needed for system repair are either exclusively available at the Branch office or from the Simplex factory.
