About this file

This is a Description of Intended Single Source Purchase document submitted by the Florida Division of Administrative Hearings (DOAH) for Digital Court Recorder (DCR) equipment and services. DOAH seeks to procure reinstatement of 23 DCR 4-channel Software-as-a-Service (SAS) licenses along with 23 new 8 mic/line input USB mixers with 10 outputs (3rd Generation), inclusive of remote setup, installation, and per-system training. The procurement also includes DCR upgrades consisting of the DCR 4-channel Software Suite with a 12-month SAS subscription, channel expansions, and additional 8 mic/line input USB mixers. Applicable shipping and handling costs are included in the scope. The document was posted on May 5, 2026, with the last day for receipt of information set for May 27, 2026. No specific award date or contract term details are provided in the document.

The estimated dollar amount for this single source purchase is $56,880. BIS Digital, Inc. has been identified as the sole source vendor, as it is the exclusive developer, designer, and manufacturer of the DCR product suite and the only authorized distributor and support provider for these products within the United States. The justification for single source acquisition is based on the unique and proprietary nature of the DCR product line, which is purpose-built for capturing mission-critical multichannel audio and video. The procurement has been approved by Scott Rioux (Deputy Chief Information Officer), Jeff Russell (Chief Information Officer), Cindy Ardoin (Budget Officer), and Patricia Kenyon (Operations Manager).
